This is basically just a weird proxy for population size. Litres per capita only varies between 7.2 litres in Germany to 8.3 litres in Italy. The whole ranking is with other words completely caused by population and yeah Poland is the fifth most populus country in the EU.
It’s same as the top 5 EU countries by population.
