Without making it clear it’s optional? That’s too weak they will all already have it in small print somewhere.
If there’s any charges added automatically then they should be in the principal
I wouldn’t say this is a good approach, legislating what a business can charge for is dangerous waters.
The best approach is to spread the word that a business does this and then don’t go back. Or ask upfront when you walk in if they put service charges on the bill.
This is essentially asking that the government gets more legislative power because you’re too shy to say no.
