1. > The document says that since the messages — which journalists asked to see under a Freedom of Information request — were logistical and “short-lived” in nature, they weren’t considered to be worth registering formally.

   They used to be more covert and careful in coming up with excuses for hiding things, fearing consequences and a mass public backlash.

   Apparently they don’t feel the need to do even this any more, presumably after having taken control of enough things where people’s opinions no longer matter and can just be ignored or suppressed.
