Instead of a £500 victim surcharge, if they made the landlord refund all rent from the start of tenancy, it would change the stakes considerably.

Thankfully a load of councils are cracking down on it – sadly the sentencing is behind the times, so the fines are the ‘cost of doing business’, because it’s not outside the realms of possibility that this guy has a few other properties under other names.
Should be custodial in my opinion as a deterrent.
I used to live in a 5 bedroom terrace house in North London with 12 other people. There was one guy paying £40 a week for the cupboard underneath the stairs. Great party house.
Could probably be selected as a Labour MP with that record!
