If you own a commuter card, it is probably compensation for trains being late.

If you have a monthly card, it’s reimburse from every time the train is late.

It’s because the train/bus doesn’t arrive on time. Then you get a small % of your ticket price back.
I’ve gotten an e-mail the last few months saying they’re working on the tracks to and from Hillerød. I don’t take that line but since it’s in my zones they are giving me 25% back. Could be the same here.
