    Russian commanders are trying to instigate war without mercy to stop their men from surrendering. By ordering them to kill and maim Ukrainian captives, they hold the fear of reprisals over their heads.

He sends his people into a meat grinder — he encourages the murder of civilians with his targeted attacks, raping women, and stealing children. His soldiers are merely doing what they see coming from the top.

    It is significant to note that Russian wounded are treated with dignity and Russian POWs are well fed — something that cannot be said for Ukrainian POWs returning after prisoner exchanges.
