Can Police Just Stop and Talk to You?
C can the c can can can a police officer um well let me let me try this another way. If I’m walking down the street and a police officer wants to to to to stop and talk to me, can he just stop and talk to me for any reason? Senator, you can seek your consent to stop and talk to you. What if I don’t consent? If you don’t consent, then the officer needs to have a reasonable articul articulable suspicion that a crime has been committed, will be committed, and be able to articulate that to justify the stop. Okay. Then how come police officers can set up a roadblock and stop 500 people to see if they have liability insurance? My understanding is that the Supreme Court has ruled that those types of stops um when generally applied are conducive to good order and policing. Why? They’re still stops, aren’t they? Senator, um in my 8 and a half years as a prosecutor, I’ve not had to litigate the adequacy. I know. I’m just asking you what you think. I mean, isn’t that pretty intrusive? What if I’m in a hurry to pick up my kid from school and I don’t have time to wait for 10 minutes and I don’t want to wait anyway? Why? Why? If a cop can’t just stop me on the street, why can they can they stop me and check my insurance? Senator, um, as far as my personal belief, I haven’t encountered that. I just ask you legally, why can they do that? Um, again, I don’t I haven’t encountered that issue, so I don’t have the research on that, Senator. Okay. Thank you. Thank you, gentlemen. [Music]

Because on the road you're a danger to the public. Driving is inherently dangerous and they can stop you at any time for any reason or no reason at all to check that you have a valid license and do a breath test to screen for drunk driving. When walking you're not inherently a danger and need no license nor need to be sober thats the difference.
Apparently Senator Kennedy doesn't have the answer eather!
They can do it because we allow them to. Every person in government every law that these people use we've voted in with confidence that we won't be affected negatively by our choices. But guess what? It does and we voted for it.

sorry for this you probably hate my opinion but maybe because in the car stop the driver is operating a vehicle that could possibly if an accident occurs and the vehicle is not insured or the driver has no license to drive other people who are Legal and more honest will get in trouble or even lose their life without even get a few dollars as insurance.. in the opposite if yu are walking its tottaly ilegal for a police officer to ask papers and stuff becouse you cant hurt other people so drastically

I can answer that, driving is a privilege not all right and the law requires that you have insurance to protect the public financially
I would think, that road blocks are for GENERAL public, and if its just me It could be just picking on me!!
One: Walking a public street is a right, driving a car is a priviledge. Two: Checking for liability insurance is an articulable reason for the stop. Louisiana has high rates of poverty and one of the highest wealth inequalities in the country. Perhaps he should pay more attention to that than to non-gotchas.

Because you're operating a motor vehicle UNDER CONTRACT VIA YOUR DRIVER'S LICENSE…
Because you have rights , you car does not have rights. If they have a road block and you are on foot you are good to go, even cycles or any manual transit is good. Those stops are not for you but for vehicle saftey.

Because operating a vehicle on a roadway is a privilege, not a right. Free roam only applies to non-motorized travel.

Legally it needs to be a volunteer situation but most pple dont want any problems so they just show them.There usually checking to see if the driver has a valid drivers license.
