  3. Of all the intelligences agencies, the CIA is the most vulnerable to political manipulation. The rest have an anchor missions that are inherently non-political. NSA collects and analyzes signal data, which is apolitical. Naval intelligence collects and analyzes foreign navy data, Army intelligence does the same with foreign armies, and so on. The CIA directly effects the President’s agenda overseas.

    As we saw with Bush II’s “evidence of WMD,” they can be bent with sufficient pressure from the White House. The State Department (under Rubio) has the same problem, for the same reasons. They both function well only when there is an ethical, clear-headed president.

If this is the top Russian expert at the CIA for the last 20 years, and the US has had next to no success reigning Putin in from Bush to Obama to Trump to Biden to Trump again, is that a real vote of confidence in his track record? Bad optics, but let’s not pretend like the US (or anyone) has been great on countering Russia outside of the initial phase of this war.
