The rise of digital nomad visas has surged in recent years, with 91% of programs being launched since 2020. This increase reflects the growing global trend of remote work, driven by technological advances and a shift in work culture. A new report from Global Citizen Solutions, released at Nebrija University in Madrid, evaluates 64 visa schemes worldwide, and ranks Spain, The Netherlands, and Uruguay as the top destinations for digital nomads in 2025.
The Global Digital Nomad Report 2025 (GDNR), produced by the Global Intelligence Unit at Global Citizen Solutions, takes into account 15 key indicators spread across six major categories: procedure, citizenship and mobility, tax optimization, economics, quality of life, and technology and innovation. This analysis is based on a combination of regulatory frameworks, visa characteristics, and data-driven insights to assess the countries that provide the most favorable conditions for digital nomads to live and work.
Dominance of Europe and the Americas
The study reveals that Europe and the Americas dominate the global landscape for digital nomad visas, accounting for 69% of the total programs analyzed. The vast majority of these programs are designed for temporary stays, but several countries offer pathways to permanent residency for digital nomads. Fourteen programs, including those in Portugal, Italy, Germany, The Netherlands, Canada, Mexico, and Uruguay, allow applicants to transition to permanent residency status. Furthermore, only three countries—Czechia, Greece, and Spain—link digital nomad visas directly to citizenship pathways, making them especially attractive for those who wish to establish long-term roots.
The report also highlights the rapid expansion of digital nomad visa offerings across the globe, especially in Europe and Latin America, where a growing number of countries are adapting their immigration policies to cater to the needs of remote workers.

The application fees for digital nomad visas vary widely across countries. Uruguay offers one of the lowest application fees at just \$10, while El Salvador charges up to \$2,825. The global average application cost is \$525.
