I admire British efficiency, but find it unlikely that they made a note of every single cup of tea they supplied for 4 years, especially since I doubt they were using one tea bag per cup.
That sounds like a made up figure, unrounded to ensure that it sounded more realistic.
Is it? That much in 4 years seems pretty tame.
