Spain, Ireland, Slovenia, Iceland and Netherlands so far. Of course Germany has already stated they will participate, chronically on the wrong side of history.
EBU only response so far has been to ask Israel to withdraw or sing under a neutral banner. Such a weak response. But Eurovision just hasn’t been the same the last two years with the genocide and blatant Israeli voting manipulation and backstage harassment.
