“People riding bikes or e-scooters will also be asked to walk in the pedestrianised zone” … can’t see that happening

This would make phone theft 1000x worse as there is far more space to spread out and grab people’s phones when in the past if the pavement was crowded they couldn’t get onto it to steal. Plus no police cars mean they probably won’t be caught.
