September the 27th, 2025 – Croatia has begun introducing cards for retirees, and the novelty is that the actual amount they’re paid each month doesn’t matter.

As Poslovni Dnevnik writes, all people drawing their pensions in Croatia should receive newly introduced cards for retirees next year, according to Mirovina.hr. So far, only the cities of Sisak and Pula have this option, and now Šibenik has also introduced the Silver card, which is issued to those drawing their pensions regardless of the amount they’re paid out each month. This was confirmed in that city’s relatively recent budget rebalance.

HSU President Veselko Gabričević confirmed that in the case of the rest of Croatia, cards for retirees could end up being the normal nationwide as of 2026.

The Croatian Party of Pensioners has naturally remained in close contact with the relevant ministry, which has taken this issue very seriously and will establish a working group by the end of the year to work on developing a retirement card at the national level, Gabričević revealed to dnevnik.hr.

Several models are currently being discussed. One is that all retirees would be given the card, and according to another, the card would be issued depending on the amount of the pension earned each month. The issue of financing is also open.

“Within the framework of the National Council for Pensioners, we’re interested in further developing the proposal for the introduction of a national pension card, which would make it easier for pensioners to exercise all sorts of additional rights and benefits. We also consider it important to coordinate with employers in order to examine their willingness to introduce more favourable prices for retirees,” they stated from the Ministry of Labour.
