Piran and Makarska are also honorable mentions from me, those Mediterranean coastal towns are simply breathtaking imo.
Cáceres and Granada, in Spain
Tallinn, Estonia. The street plan is from the 13th century, part of the town is on a higher level on a cliff and a lot of very well preserved buildings from different eras.
Edinburgh, York, Carcassone, Toledo, Cordoba, Rome (obv). Poland has quite a few charming market squares.
Valletta and M’dina in Malta
Edinburgh, Prague, Verona

Obidos in Portugal
Rothenburg ob der Tauber is absolutely gorgeous. Try to get there when it’s not tourist season, though, because it can be really overcrowded.
Toledo, Edinburgh, Carcassone, Granada, Rome, Prague.
I Love Perast and Kotor in Montenegro. But any small town in Andalucia is the best
Zamość in Poland, built as “perfect reneissance city”.

Largely considered to be the most beautiful old town in our country 😉
(Not to be confused with other Rothenburg/Rottenburg in Germany. Lots of places with that name)
Rhodes is really great
Dubrovnik is indeed beautiful but i pray for this town that it would be forgotten by tourists. The amount of tourist in summer is beyond reason. Since game of thrones that is just plain sad.
Annecy oldtown near the lake is quite beautiful, really cute streets and shops, perfect for wandering.
