1. Why the top of the drum though, isn’t the idea to let it flow? Or are they worried the oil would extinguish the drones incendiady effect

3. They chose the tank that shows white on thermals because it is full (the white shows the fuel level). All the others are empty. The benefit of having a fuel crisis is that most of your storage tanks are safe from attacks.
