It was a very southern european take on race, in Spain Jose Antonio Primo de Rivera, father of the spanish fascism, was also against the concept of race.

Mussolinis brand of fascism was a bit different than Hitlers. I noticed that in the fascist song “me ne frego” where a black man is described as one of them because he used the same slogan.
This would be such a good argument against racism if he wasnt the less competent sidekick to the other, decidedly racist fashist country.
So Mussolini was less racist than your average race obsessed yank
