   France is touting a plan to reinforce Ukraine’s air power over the next decade with new jet fighters and missile-defense systems, but a major question remains unsettled: Who will pay for it?

   Neither Kyiv nor Paris have the money to fund the production. Ukraine is on course to run out of cash in the spring, according to European Union officials, and France’s struggle to rein in its own budget deficit has led to the collapse of successive governments.

2. Wow, whole article on this when it was already reported (alongside the announcement) that the plan is to use:

   – EU support

   – Russian frozen assets (in a way that wasn’t specified yet as there wasn’t even decision made on using these assets)
