Rome “fall” is kind of not a precise topic. Some people say it definetly happened with the Sack of Rome in 470 and the invasion of Italy from the Visigoths. Some say it happened in the church Schism in 1054, where Christians stopped accepting the Roman emperor of Constantinoples as imperial authority. They paid Church Tithes to him, the got nominated as kings by him, and the Church held all of the administrative and bureaucratic power.
Other say it is in the religious wars when kings and emperors stopped recognizing the Papacy supremacy over the rulers, which was the last vestage of the Western Roman Empire. And technically all priests were Roman officials speaking latin.
So the question is badly phrased, as to say it is fell first you have to define what it means falling, and how much control does Roman bureaucracy needs to lose before the Empire doesn’t exist anymore.

I think the real question is not why Rome fell, it’s how an empire ruled by Italians managed to last that long.

The true inheritors of the Roman Empire have successfully done what Luigi couldn’t: conquer Germany.
