The US is crafting a new Ukraine settlement plan, with Rubio saying both sides must accept difficult concessions as reports suggest Washington holds talks with Moscow.

The U.S. administration is working on proposals for resolving the conflict in Ukraine, taking into account the positions of both Moscow and Kyiv, and believes that each side must be prepared to make concessions. U. S. Secretary of State Marco Rubio stated this on November 19.

He wrote on X that reaching an agreement requires «a detailed exchange of serious and realistic ideas.» According to him, a lasting peace is possible only if both parties to the conflict accept difficult but unavoidable compromises. Rubio emphasized that Washington is compiling — and will continue to compile — a set of potential proposals for ending the conflict based on information received from both sides.

Earlier, Western media citing their own sources reported that the United States is developing a new settlement plan and holding consultations with Russia. The outlet Axios wrote that the American proposals could include Kyiv relinquishing part of its territory in exchange for U.S. security guarantees for Ukraine and Europe. NBC News reported that the U.S. president approved a new 28-point plan earlier this week. According to The Wall Street Journal, Washington is also proposing that Kyiv put its NATO ambitions on hold for several years.

Meanwhile, Russian Foreign Ministry spokesperson Maria Zakharova said in an interview with TASS that Moscow has not received any official notifications from the United States regarding the «agreements» mentioned in media reports.

Kremlin spokesperson Dmitry Peskov likewise noted that Moscow and Washington are not discussing any new initiatives on the Ukrainian settlement beyond the understandings reached by Vladimir Putin and Donald Trump during their meeting in Anchorage on August 15.
