Leaked: Europe’s rival peace plan for Ukraine in full

1. 24-point European counter-proposal in full

   1. End of the war and arrangements to ensure no repetition, to establish a permanent basis for lasting peace and security.
   2. Both parties to the conflict commit to a full unconditional ceasefire in the sky, on the land and at sea.
   3. Both sides immediately enter into negotiations on technical implementation of ceasefire monitoring with the participation of the US and European countries.
   4. US-led international ceasefire monitoring by partners of Ukraine is introduced. Monitoring will be predominantly remote using satellites, drones, and other technological tools with a flexible on-land component to investigate alleged violations.
   5. A mechanism will be created through which parties can submit reports of ceasefire violations, and to investigate ceasefire violations and discuss corrective measures.
   6. Russia unconditionally returns all deported and illegally displaced Ukrainian children. The process will be supported by international partners.
   7. The parties to the conflict exchange all prisoners of war (the principle of “all for all”). Russia releases all civilian detainees.
   8. Upon ensuring sustainability of the ceasefire, the parties to the conflict take measures for humanitarian relief including family visits across the line of contact.
   9. Ukraine’s sovereignty is respected and reconfirmed. Ukraine is not forced to be neutral.
   10. Ukraine receives robust legally binding security guarantees, including from the US, (Article 5-like agreement) to prevent future aggression.
   11. No restriction imposed on the Ukraine Defence Forces and defence industry, including international cooperation.
   12. The guarantor states will be an ad hoc grouping of European countries and willing non-European countries. Ukraine is free to decide on the presence, weapons and operations of friendly forces invited by the government of Ukraine on its territory.
   13. Ukraine’s membership in NATO depends on consensus within the Alliance.
   14. Ukraine becomes a member of the EU.
   15. Ukraine is ready to remain a non-nuclear state under the NPT.
   16. Territorial issues will be discussed and resolved after a full and unconditional ceasefire.
   17. Territorial negotiations start from the current line of control.
   18. Once territorial issues have been agreed upon, both Russia and Ukraine commit not to change these by force.
   19. Ukraine regains control of the Zaporizhzhia Nuclear Power Plant (with US involvement) and also the Kakhovka Dam. A mechanism of transfer of control will be established.
   20. Ukraine enjoys unhindered passages on the Dnipro River and control of the Kinburn Split.
   21. Ukraine and its partners implement economic cooperation without restrictions.
   22. Ukraine will be fully reconstructed and compensated financially, including through Russian sovereign assets that will remain frozen until Russia compensates damage to Ukraine.
   23. Sanctions imposed on Russia since 2014 may be subject to gradual and partial easing after a sustainable peace is achieved and subject to resumption in the event of a breach of the peace agreement (snapback).
   24. Separate talks will begin on European Security Architecture including all OSCE states.

   Edit: I like it. As expected, it’s very pro Ukrainian with some very obvious negotiation bait. No cart blanche on war criminals, plus Ukraine has clearly agreed to stick with the NPT and not go nuclear, answering THAT question

3. Putin wants conquest not peace, so there is zero chance that he will even look at this counter proposal.

4. Well I like it to be honest, one thing I don’t like is it still passes like rusdia did nothing, they get to keep the land, pay repercussions and get sanctions lifted, rubs me wrong way after what Ukraine went through in this war

5. Russia won’t ever agree. This doesn’t resolve any of the things Russia cares about. And who are “European countries”??? This agreement is going to be signed by whom? Only the US, Ukraine, and Russia are named. So I’d argue this is a non starter for everyone, including Ukraine and the US.

6. This is immeasurably better. Still for my taste, too little punishment for Russia.

7. “We will not let Ukraine be conquered or blackmailed”, the EU.

9. Definitely better than what we offered, but it’s still relying on US leading the charge against Russia. Europe really needs to stop asking for us to take the lead because the sad truth is we’re unwilling to.

   We should be involved but Europe needs to be willing to take the lead.

    I’m all for US support for Ukraine, but Europe’s lack of leadership over their own security is pathetic.

    23. Sanctions will remain against ruZZia until they will agree by diplomacy to return all Ukrainean territories occupied after 2014.
    So Europe will accept new borders against Ukraine but sanctions will remain. Europe and Ukraine will just wait pUtin to disappear. pUtin alive = sanctions.

    25. All gas imported by Europe from ruZZia will be paid 50% to ruZZia, 50% to Ukraine until all reparations will be paid. Europe should not pay for any reparation in Ukraine, all money must come from ruZZia.

You can get Trump’s enthusiastic support by adding one point: Russia agrees to pay $1 billion immediately and to nominate Donald Trump for the Nobel Peace Prize for his leadership in putting this plan together, and furthermore agrees to pay Donald Trump $200 billion from Putin’s personal fortune if any information that deeply compromises Trump is released from Russian intelligence files. (To earn this Trump must commit to long-term consequential military support for Ukraine if Russia does not sign off on this proposal by Christmas.) /s
