Estonia is preparing to restrict electric scooters for children

Due to the sharp increase in the misuse of electric vehicles by minors in Estonia, the government has seriously begun to tighten regulations in this area. According to the Ministry of Climate, the majority of accidents are related to children aged 7-14 years, and this statistic has caused serious concern among officials.

Officials are considering a complete ban on children under 10 riding electric scooters and mini-mopeds. At the same time, a special right, such as cycling, may be required for those aged 10-15. Minister of Infrastructure Kuldar Leis emphasized that the goal is to ensure the safety of children and reduce dangerous situations on the roads.

According to police and border service statistics, 303 traffic accidents involving light electric vehicles occurred in 2025 – 26% less than last year. However, despite this, the fact that minors are involved in a quarter of the incidents indicates the seriousness of the situation.

Today, some high-speed electric scooters (40-60 km/h, sometimes up to 100 km/h) easily fall into the hands of children. Mart Einpalu, one of the founders of the Voltrayd store, says that one-third of their customers are young people:

“Some teenagers don’t think about safety and simply want a scooter ‘like a friend’s’. “Although unrestricted models are banned in the European Union, it is not difficult to find them on the Internet,” he said.
