2. Yes, the country that has been painting airplanes on the tarmac as decoys all of a sudden have exact replica decoys matching the exact size and shape down to the canopy with glass, with a ladder on the outside and equipment under wing.

3. My guess is the pilot was drunk and had to land wherever. They get away with it most of the time but got caught with their pants down.
