A new driving license model will be issued in the Republic of Moldova. It includes a QR code printed on the back, which will facilitate the verification of data authenticity through the Governmental Information Verification Portal. The initiative was approved today by the Cabinet of Ministers.


During the meeting, Minister of Internal Affairs Daniella Misail-Nichitin emphasized that the new driving license model is characterized by a high level of protection against forgery and counterfeiting.



“The new model introduces an informational code that will facilitate data verification. This measure will also support the digital conversion of data by reducing administrative verification procedures. At the same time, the new driving license model fully complies with European Union standards,” stated Daniella Misail-Nichitin.



The initiative was developed by the Public Services Agency. The new model provides for the expansion of the ‘Restrictions’ information field to indicate whether drivers, subject to certain medically justified restrictions, have the right to drive vehicles. Access to this data has so far been limited due to insufficient space.


Currently, four driving license models are in circulation in the Republic of Moldova: those from 1995, 2008, 2015, and 2019.



“The periodic update of driving licenses is the result of the continuous evolution of technological and security trends concerning such documents. Moreover, the European integration process of the Republic of Moldova imposes specific requirements regarding the content and appearance of driving licenses. Consequently, Moldova’s status as a candidate country has led to rigorous national efforts to align legislation with the standards and requirements of the European Union’s regulatory framework, and the commitment to approving new driving license models is included in the National Program for Moldova’s Accession to the European Union for 2025 – 2029,” states the project’s explanatory note.



Additionally, printing the QR code on the back of the new driving licenses will significantly facilitate their conversion, reducing administrative verification procedures. In some cases, this will eliminate the need for amending signed agreements, thus diminishing procedural protocols.


The document becomes effective on the date when the necessary technical conditions for issuing the 2025 model driving license are met but no later than May 31, 2026.
