The crazy part is that we could promote faster connection if the money we also put back into hybrid solar systems for homes. Instead of that extra going back onto the grid, it could easily be put back into batteries locally, used locally and the grid it self doesnt have to worry about as much overhead. You can even go as far as to allow smart connection to these systems so you get a little mini-power plant as well that the grid can draw power from the batteries.
If America could simplify the permitting process and reduce the cost and wait times a lot more people would go solar.
The US should be encouraging individual energy independence. Australia has the right idea with how simple, quick, and easy their permitting process is.

Power costs have been rising due to the same inflationary pressures that have been acting for every other good or service. Their rise is delayed behind the general economy because of regulation – regulated providers have to ask for rate increases to cover rising costs that have already happened. Contract labor, employees, benefits, parts, all have increased costs.
