In January 2017, Dilek Bagci opened a small shop in Tel Aviv – the type known in Istanbul as a salon börek, specializing in the tantalizing, flaky pastries. The Turkish immigrant, who lives in the working-class Shapira neighborhood in the southern part of the city and is the sole provider for her three children, had been saving every shekel she earned from cleaning jobs. When she had saved up 30,000 shekels (about $8,500 at the time), she rented a storefront on the main street, near the Hahagana train station.
