The U.S. administration is considering the creation of a new platform to monitor the implementation of a future peace agreement between Ukraine and other parties, modeled on the Gaza Peace Council. These discussions are part of efforts to secure compliance with agreements in the region.
According to one of the Ukrainian interlocutors, this structure could be led by U.S. President Donald Trump and be based on a twenty-point peace plan.
It is expected that the council, comprising representatives from Ukraine, Europe, NATO, and Russia, will monitor and guarantee the implementation of this plan.
The existing Gaza Peace Council could take on the role of a responsible mechanism for other conflict cases, sources say.
“as a potential replacement for the UN… a parallel informal body for working on conflicts inside and outside Gaza”
– Financial Times
According to one of the interlocutors, the administration regards the Peace Council as a possible replacement for the United Nations – a parallel informal mechanism for addressing conflicts both within and beyond Gaza.
In particular, American officials have already proposed that the Peace Council take on Venezuela, which has been left without a president following the U.S. operation to evacuate Nicolás Maduro.
“With caution,” as he noted, “this is an unusual procedure.”

In the context of these discussions, regional actors express caution about expanding the Peace Council’s mandate and its impact on regional conflicts, highlighting the atypical nature of this mechanism and the need for clear guidelines for its application.
Prospects and Challenges for the Region
Analysts note that such a platform could change approaches to peace processes, but at the same time raise risks linked to participant selection and transparency of operation. The main task is to avoid duplicating powers and to preserve a balance of the conflicting parties’ interests.
