The Moroccan Human Rights Organization has condemned online content and calls targeting migrants from African countries residing in Morocco, following the events surrounding the 2025 Africa Cup of Nations final at the Moulay Abdellah Stadium in Rabat. It warned that such rhetoric poses a direct threat to the safety and human dignity of those targeted.

The organization stressed that since the adoption of the National Strategy for Immigration and Asylum in 2013, Morocco has pursued a rights-based and humanitarian approach aimed at protecting migrants and facilitating their integration. It recalled that the 2011 Constitution, along with international legal instruments ratified by Morocco, criminalizes all forms of incitement to racism, hatred, and violence.

The organization called for the strict enforcement of the law against anyone who promotes or disseminates racist speech, and urged the reform of Law 02-03 on the entry and residence of foreigners and irregular migration to bring it into line with constitutional principles and Morocco’s international commitments. It also appealed to the media to play a stronger role in raising awareness of the dangers of discriminatory discourse and in promoting values of coexistence and mutual respect.

Finally, the organization warned that any tolerance of hate speech would have serious repercussions for social cohesion and the protection of migrants’ rights in Morocco.
