Diplomats emphasize that the primary source of threats remains the illegal seizure of the Zaporizhzhia NPP, its militarization, and Russia’s use of it for military purposes.

Ukraine expects that the IAEA Secretariat will adhere to the principles of objectivity, impartiality, and factual balance, and will avoid actions that could be interpreted as legitimizing the Russian occupation administration at the Zaporizhzhia NPP.

Ukraine calls on the international community not to fall for Russia’s information manipulation and to increase pressure on the aggressor state with the aim of implementing its decisions of the IAEA Board of Governors and General Conference, demilitarization and de-occupation of the Zaporizhzhia NPP and Enerhodar, and the earliest possible return of the plant under the full control of its legitimate Ukrainian operator – JSC NAEC Energoatom.

The MFA also emphasizes that the return of the plant under full Ukrainian control is an indispensable requirement of international law and a necessary prerequisite for preserving nuclear safety in Europe.

According to the Main Directorate of Intelligence of the Ministry of Defense of Ukraine, the Russians are deploying at the Zaporizhzhia NPP command posts for kamikaze drones of the “Gerbera-siker” and “Geran-siker” type; they are engaging workers from the special economic zone “Alabuga,” including underage students.

According to intelligence, on the station’s grounds in the machine halls of units 1, 2, 5, and 6, the occupiers have placed military equipment; in basement rooms and bomb shelters they have set up weapons depots, and on the roofs of the reactor sections they have installed machine-gun nests and missile systems.

Separate technical rooms of the plant, located near the coast line of the former Kakhovka Reservoir, have been mined by the Russians.

In light of these findings, the international community continues to closely monitor the situation around the Zaporizhzhia NPP and Enerhodar, and to support efforts to return the plant under the full control of the Ukrainian operator and ensure nuclear safety in the region.
