The allegations of alleged corruption shaking President Gustavo Petro’s administration have added a new name: Gabriela Muñoz, a 20-year-old influencer and digital activist accused of irregular conduct that threatens to embroil the government in yet another scandal.
Muñoz was implicated by Angie Rodriguez, the current director of the Adaptation Fund and former head of the Administrative Department of the Presidency (DAPRE), who alleged that she exercised improper influence within Colombia’s Civil Aviation Authority (Aerocivil) through a scheme similar to the one Rodriguez claims Juliana Guerrero used to steer public contracts in exchange for bribes.
The allegations, which for now remain public accusations and have not been proven in court, come as the country is still reeling from Rodriguez’s claims about the alleged existence of a corruption network within the executive branch.
Muñoz’s emergence broadens the scope of the scandal and once again puts the government under pressure in the final days of the Petro administration, as authorities assess whether there are grounds to launch new investigations.
An influencer could be Petro’s next scandal in Colombia
Rodriguez made the statements during an interview in which she expanded on her allegations about an alleged influence-peddling network operating within the executive branch. According to the official, the alleged corruption case involving Juliana Guerrero — which came under intense media scrutiny yesterday — was not an isolated incident.
It is worth recalling that Rodriguez previously accused Juliana Guerrero — who is already facing criminal proceedings for allegedly falsifying her academic degree — and her sister, Victoria, of leading a network that allegedly received bribes in exchange for steering public contracts.
As the country is still recovering from this alleged corruption case — which has already become a major political scandal regardless of its eventual legal outcome — Rodriguez now claims it was not an isolated episode. She alleges that Gabriela Muñoz “ran the Civil Aviation Authority however she wanted” and, when asked about the mechanism she allegedly used, replied that it was the “same modus operandi” she attributes to Guerrero.
According to those allegations, the 20-year-old influencer recommended individuals for positions within the agency and participated in high-level meetings despite holding a low-ranking administrative position. For now, however, these claims remain public allegations and have not been proven in court.
The statements carry particular weight because they come from the same official who exposed the Juliana Guerrero case, an investigation that has already had a significant political impact within the government and prompted renewed calls for investigations from multiple sectors.
Who is Gabriela Muñoz?
Gabriela Muñoz is a law student, content creator, and political activist who gained prominence on social media through her outspoken support for President Gustavo Petro’s political project. Over the past several years, she built a sizable online following from which she backed government initiatives and actively participated in political debates.
On her social media profiles, she describes herself as a “rebel with a purpose,” a member of the Historic Pact — the political coalition led by Gustavo Petro — and a “social democrat-progressive.”
Her close ties to Petro’s political movement led to her frequent appearance at official events and government-related functions. However, only now has her name been publicly linked to an alleged corruption case following Angie Rodríguez’s statements.
In addition, according to the Colombian newspaper El Tiempo, Muñoz has held the position of “Auxiliary I” at Aerocivil since a May 2025 resolution, despite there being no record of her in Colombia’s Public Service Information System or the Electronic Public Procurement System (SECOP). The newspaper also noted that there is a resolution appointing her brother, Santiago Muñoz Olaya, as an “Auxiliary V” within the Civil Aviation Authority.
The allegations against Gabriela Muñoz also come at a difficult time for Colombia’s Civil Aviation Authority, the government agency responsible for overseeing civil aviation and the country’s airspace. In recent months, the agency has faced scrutiny over allegations of administrative irregularities, contracting issues, and internal pressure reported by current and former officials.
For her part, Gabriela Muñoz categorically denied all allegations and said she is the target of a smear campaign. In a video posted on her social media accounts, she argued that those attacking her are attempting to destroy her reputation through false information and gender-based stereotypes aimed at women involved in public life.
She also denied having improperly intervened in hiring processes or appointments within the Civil Aviation Authority, maintaining that the facts are being misrepresented.
“I categorically reject the false allegations intended to discredit me through lies, stigmatization, and gender-based violence. Anyone who has evidence of any criminal wrongdoing should present it to the competent authorities; anyone who does not will have to answer for the legal consequences of spreading falsehoods,” the influencer said yesterday following the allegations against her.
