The pro-Palestinian organization Hind Rajab Foundation said it had filed a criminal complaint with the Slovenian authorities against Israeli Foreign Minister Gideon Saar. The complaint was submitted ahead of his expected visit to Ljubljana on September 9 and 10 to open Israel’s new embassy.
The foundation’s allegations
As reported by the Jerusalem Post, the Hind Rajab Foundation accuses Saar of responsibility for war crimes, genocide and torture during the war in Gaza.
As of the time of publication, there was no information that the Slovenian authorities had opened proceedings in response to the complaint. Israel’s Foreign Ministry had also not yet provided a response.

Natasha Brack, head of the legal department at the Hind Rajab Foundation, said the organization expects prompt and decisive action from Slovenia’s judicial system. She also emphasized the principle of universal jurisdiction, which, she said, should prevent evasion of accountability through borders or diplomatic visits.
Previous complaints
The Hind Rajab Foundation had previously filed complaints against Gideon Saar: in February 2025, ahead of his visit to Brussels, and in April 2025, ahead of his trip to London.
In June, Saar announced the opening of a new Israeli embassy in Slovenia. According to the publication, he linked this decision to the election of Slovenian Prime Minister Janez Janša and said there was an opportunity to restore, strengthen and deepen the partnership between the two countries.
