7. why isn’t there a sanction for things like that with a yellow card? or no card but you miss the next match?

14. Goalkeepers are not allowed to use “unsporting behavior” to distract a penalty taker, yet this is allowed? How is this unsporting behavior allowed but getting inside a penalty takers head before the kick can subjectively be a yellow?
