Brigadier Hlulani Mashaba said members of the SA National Defence Force, were busy with a routine patrol when they spotted two men carrying large bags.
He said when the men saw the soldiers, they dropped the bags and fled in different directions.
Mashaba said one suspect was, however, apprehended while his accomplice remains at large.
He said a search of the bags revealed explosives, safety fuses and over 120 blasting cartridges.
The suspect, who is a foreign national, is due to appear in the Musina magistrate’s court on Monday.
