Girl Effect has opened a global Request for Proposal (RFP) for the Prequalification of Individual Consultants in Monitoring, Evaluation, Research, and Learning (MERL).

This opportunity invites experienced MERL professionals to join Girl Effect’s pre-qualified consultant roster, which will serve as a preferred pool for future consultancy assignments across Ethiopia, Tanzania, India, Kenya, South Africa, and Nigeria.

This open call is designed for qualified individual consultants worldwide who are interested in supporting evidence-driven, girl-centred programmes in Africa and Asia. Successful applicants will be prequalified for MERL assignments over a minimum two-year period, with work issued on a rolling, project-by-project basis.

About Girl Effect

Girl Effect is an international non-profit organisation that builds media and digital platforms that adolescent girls want, trust, and need. Through chatbots, TV dramas, radio shows, and digital technology, Girl Effect reaches over 50 million girls globally, empowering them with information, skills, and confidence to make informed decisions about their health, education, relationships, and livelihoods.

Girl Effect works at the intersection of behaviour change, media, technology, and research, creating safe spaces where girls can challenge norms and expand what is possible “for a girl.”

Its work spans key thematic areas including sexual and reproductive health and rights (SRHR), education, mental health, economic empowerment, gender equality, and violence prevention.

Purpose of the MERL Consultant Roster

Girl Effect’s Evidence and Insights Department is seeking to establish a diverse, high-quality roster of individual MERL consultants. This roster will streamline procurement and enable rapid engagement of trusted experts when new projects arise.

Consultants selected through this process will not be guaranteed immediate work but will be invited to bid on future MERL assignments as needs emerge. Assignments may range from short technical inputs to longer multi-country engagements.

Scope of Work: MERL Consultants

Prequalified consultants may be engaged to deliver a wide range of MERL services, including:

Evaluation

Baseline, midline, and endline evaluations

Randomised Control Trials (RCTs) and quasi-experimental designs

Theory-based, contribution analysis, and complexity-aware evaluations

Monitoring

Design and implementation of MERL frameworks

Theory of Change development and indicator matrices

Data collection, analysis, and reporting

Research

Formative and operational research

Literature reviews and contextual assessments

Mixed-methods data analysis

Learning

Learning facilitation and adaptive management

Knowledge-sharing processes and workshops

Content testing, co-creation, and writer immersion sessions

Specific deliverables will be defined per assignment.

Who Should Apply

Girl Effect is looking for experienced individual consultants who meet the following criteria:

Proven MERL experience, particularly in Ethiopia, Tanzania, India, Kenya, South Africa, and/or Nigeria

Strong qualitative, quantitative, or mixed-methods expertise

Experience delivering equity-centred and locally grounded MERL approaches

Thematic expertise in at least one priority area, such as:

Social and behaviour change programming

SRHR

Education

Mental health and wellbeing

Economic empowerment and livelihoods

Gender norms and equality

Child marriage prevention

Violence prevention (including GBV and TFGBV)

Advanced academic qualifications and demonstrated professional experience

Ability to work ethically, independently, and across cultures

Local expertise is highly valued, and applicants are not required to apply for all countries or methodologies.

Summary of relevant projects from the last three years

Description of MERL approach and methodology

Financial proposal with standard daily/hourly rates

Selection and Contracting

Successful consultants will:

Be included in Girl Effect’s preferred supplier roster for at least two years

Sign an IDIQ / Master Services Agreement

Be invited to submit bids for future MERL projects

Be selected based on technical quality (75%) and cost-effectiveness (25%)
