Hosted at the Creativa Innovation Hub in Giza, the launch marks a pivotal moment in Egypt’s effort to align its growing AI ecosystem with international ethical governance standards. Conducted jointly by UNESCO’s Regional Office for Egypt and Sudan and the Ministry of Communications and Information Technology (Egypt) (MCIT), with expert support from UNESCO Headquarters, the RAM provides the country with a comprehensive diagnostic of its AI landscape – covering policy, institutional, legal, infrastructural, and societal dimensions.

The assessment is anchored in the UNESCO Recommendation on the Ethics of AI, adopted by 193 Member States in 2021. The Recommendation sets a global standard for ensuring that AI technologies uphold human rights, human dignity, and sustainable development.

In his foreword to the report, H.E. Amr Talaat, Minister of Communications and Information Technology, noted: “Artificial Intelligence is not merely a technological advancement – it is a transformational force that is shaping the future of our economies, societies, and institutions. In Egypt, we firmly believe that AI must serve a higher citizen-centric purpose: to empower people, unlock talent, and drive inclusive development across all sectors of society.”

The report highlights Egypt’s notable achievements, including the adoption of the second edition of its National AI Strategy (2025-2030) and the establishment of the National Council for Artificial Intelligence. It also identifies strategic areas for investment and reform, such as scaling computing infrastructure, expanding capacity-building initiatives, and enhancing regulatory frameworks, to ensure innovation is matched with strong ethical foundations.

In her remarks, Ms. Lidia Brito, UNESCO Assistant Director-General for Social and Human Sciences ad interim, underscored the urgency of this work: “As AI advances, so do its risks. Without proper governance, it can reinforce inequalities, disempower youth, and undermine human rights. This report reflects Egypt’s commitment to ethical and inclusive AI, and we look forward to working together to implement its recommendations.”

By completing the RAM, Egypt positions itself as one of the leading countries in the region in responsible digital transformation. The assessment goes beyond measuring readiness – it provides a roadmap for action, helping the country translate ethical principles into concrete policies and capacity-building efforts. It will inform the next steps of Egypt’s AI journey, including targeted investments, cross-sectoral partnerships, and integration of ethical standards across all stages of AI development and deployment.

The UNESCO RAM is a key tool for helping Member States translate the Recommendation on the Ethics of AI into concrete policy action. Through this comprehensive assessment of the country’s state of readiness and policy recommendations for improving it, as well as by contributing an Arabic translation of the RAM, Egypt can also help inspire peer learning and cooperation across the region and globally.
