Algeria has agreed a joint inter-ministerial roadmap to deploy artificial intelligence across public services and strengthen technological sovereignty, says Kamel Baddari, minister of higher education and scientific research.
The deployment plan prioritises sovereign open-source AI models, high-performance computing centres, national data storage, and stronger safeguards for public-sector applications.
The move builds on previous ITWeb Africa reporting on North Africa’s accelerating state-led digital transformation, where governments are establishing localised cloud infrastructure and sovereign compute nodes to reduce reliance on foreign tech platforms while keeping public sector data within national borders.
To support the deployment, the government is introducing intensive training programmes with universities, alongside a dedicated scientific research centre and specialised research units to translate research into industrial applications, Baddari said.
A joint monitoring committee has been established to oversee implementation according to a strict timeline.
Algeria wants to build a knowledge-based economy that guarantees sovereignty and mastery of technologies, Baddari previously noted, underscoring the government’s push to cut dependence on foreign vendor ecosystems.
The roadmap builds on the country’s expanding talent pipeline. In June, Baddari presided over the graduation of the first cohort of 105 students from the National Higher School of Artificial Intelligence, aligned with a broader government target to train 30,000 AI engineers by 2030.
This follows the launch in April of Algeria’s first AI and cybersecurity startup cluster at Sidi Abdellah, established jointly by the higher education, economy, and telecommunications ministries to connect research institutions with emerging technology businesses.
The inter-ministerial roadmap shifts Algeria’s AI strategy from policy formulation to execution, positioning computing infrastructure, local talent, and sovereign data as the foundation for its tech independence, Baddari concluded.
