Algeria has agreed a joint inter-ministerial roadmap to deploy artificial intelligence across public services, built around sovereign open-source AI models, domestic high-performance computing and national data storage — a bet on technological independence that diverges from the routes its North African neighbours have taken.
Higher Education and Scientific Research Minister Kamel Baddari said the deployment plan prioritises sovereign open-source models, high-performance computing centres, national data storage and stronger safeguards for public-sector applications. A joint monitoring committee has been established to oversee implementation against a fixed timeline.
The open-source position
The commitment to sovereign open-source models is the roadmap’s most distinctive element, and it separates Algeria from the region’s other AI programmes.
Morocco’s Nexus AI Factory pairs domestic high-performance computing with international partnerships, including a Mistral AI agreement. Egypt has built its national AI capacity through NVIDIA infrastructure deals, a proposed joint venture with Abu Dhabi’s AIQ for the petroleum sector, and its Karnak Arabic language model. South Africa’s communications minister has explicitly rejected choosing between US and Chinese technology stacks in favour of open standards and vendor neutrality.
Algeria’s position is more absolute: open-source models it can host, inspect and modify domestically, on compute it owns, storing data within national borders. Baddari has framed the objective as building a knowledge-based economy that guarantees “sovereignty and mastery of technologies,” cutting dependence on foreign vendor ecosystems.
The pipeline behind it
The roadmap rests on a talent base Algeria has been assembling for several years. In June, Baddari presided over the graduation of the first cohort of 105 students from the National Higher School of Artificial Intelligence, aligned with a government target to train 30,000 AI engineers by 2030 — a figure that sits within a broader ambition to produce 500,000 ICT specialists over the same period.
Algeria now offers 74 master’s programmes in artificial intelligence across 52 universities, with 57,702 students enrolled and more than 10,000 STEM graduates annually. To support the new deployment, the government is introducing intensive training programmes with universities alongside a dedicated scientific research centre and specialised research units intended to translate research into industrial applications.
That commercialisation problem has been a recurring focus. In April, the higher education, knowledge economy and telecommunications ministries jointly launched Algeria’s first AI and cybersecurity startup cluster at the Sidi Abdellah technology hub, bridging research institutions and emerging companies. National research centre CERIST followed in May with a Deeptech Innovation Hub built to convert advanced research into scalable ventures.
From strategy to execution
Algeria’s National AI Strategy defines six pillars: research and innovation, skills development, infrastructure investment, ecosystem promotion, regulatory framework, and priority sectors including health, agriculture and energy. The government reviewed progress at a meeting chaired by Prime Minister Sifi Ghrieb in May, alongside approving the launch of the Dzair Digital Services portal, which brings 52 public services onto a single platform after cybersecurity testing and citizen pilots.
The inter-ministerial roadmap shifts that strategy from formulation to execution, positioning computing infrastructure, local talent and sovereign data as the foundation for technological independence, Baddari said.
One tension sits alongside the sovereignty framing. In May, Knowledge Economy Minister Noureddine Ouadah told the African Initiative that Algeria was open to AI cooperation with Russia, including joint startup funding and university research partnerships — cooperation that would build AI companies serving both African and European markets. Reducing dependence on foreign vendor ecosystems and deepening bilateral technology partnerships are not necessarily in conflict, but the roadmap does not specify where the boundary sits.
Algeria’s ambitions are also being pursued against a domestic backdrop of roughly 30% youth unemployment and a national push to diversify beyond hydrocarbons. Whether the roadmap’s compute and data commitments arrive at the scale the plan assumes will determine whether the sovereignty position holds or becomes aspirational.
