Starlink, the satellite internet service operated by SpaceX, has officially disabled its network in Uganda, leaving all Starlink terminals in the country inactive as of 1 January 2026. The suspension follows a directive from the Uganda Communications Commission (UCC) regarding unlicensed satellite service operations.

In a letter dated 2 January 2026 to the UCC, Starlink’s Director of Market Access, Ben MacWilliams, confirmed that the company had activated a service restriction tool to block access to its constellation in Uganda. The company clarified that it does not sell or market Starlink services in the country, and no terminals have been officially imported or distributed locally.

“Starlink services in Uganda were without our approval or consent and in violation of our terms of service,” the letter stated.

According to Starlink, access to the network prior to the shutdown was made possible through terminals purchased and activated in countries where the service is authorized, then brought into Uganda without clearance.

The suspension follows a 19 December 2025 directive from the Uganda Revenue Authority restricting the importation and customs clearance of Starlink equipment. The directive now requires any Starlink devices entering Uganda to obtain approval from the Chief of Defence Forces, effectively placing the technology under military oversight.

The timing of the shutdown, just weeks ahead of Uganda’s 15 January elections, has raised discussions about the regulation of satellite-based internet services, which operate independently of national fibre and mobile networks. Analysts note that such services can influence access to information during politically sensitive periods.

Starlink has indicated its willingness to comply with local regulations and pursue licensing to resume operations in the future.

“Starlink is committed to cooperating with the UCC’s regulatory requirements as we work to complete the licensing process in Uganda,” the company said.

For now, the enforcement action means Uganda is fully blocked from accessing Starlink’s satellite network, pending approval and licensing.
