{"id":128010,"date":"2026-03-11T11:35:12","date_gmt":"2026-03-11T11:35:12","guid":{"rendered":"https:\/\/www.europesays.com\/africa\/128010\/"},"modified":"2026-03-11T11:35:12","modified_gmt":"2026-03-11T11:35:12","slug":"top-cop-hilda-senthumule-talks-bbls-regrets-not-knowing-cat-matlalas-history","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/africa\/128010\/","title":{"rendered":"Top cop Hilda Senthumule talks BBLs, regrets not knowing \u2018Cat\u2019 Matlala\u2019s history"},"content":{"rendered":"<p>Acting deputy national police commissioner Lieutenant General Hilda Senthumule said that asking criminally accused Vusimuzi \u2018Cat\u2019 Matlala for sponsorship for a police award was \u201cregrettable\u201d after she failed to investigate who he was.<\/p>\n<p>Senthumule testified on Tuesday, 10 March before the parliamentary ad hoc committee, where she faced several tough questions about why she had not looked into Matlala\u2019s background before his company sponsored 12 bar fridges. She also responded to allegations that she was in a relationship with Matlala.<\/p>\n<p>The committee is investigating allegations that law enforcement has been captured by organised crime groups, including the \u201cBig Five\u201d cartel. Crime Intelligence boss Lieutenant General Dumisani Khumalo testified at the parallel Madlanga Commission that Matlala was part of the<a href=\"https:\/\/www.dailymaverick.co.za\/article\/2025-09-29-big-five-cartels-dark-web-of-political-ties-and-criminal-operations-unveiled-by-dumisani-khumalo\/?dm_source=blocks-horizontal&amp;dm_medium=card-link&amp;dm_campaign=inform\" rel=\"noopener noreferrer nofollow\" target=\"_blank\"> <\/a><a href=\"https:\/\/www.dailymaverick.co.za\/article\/2025-09-29-big-five-cartels-dark-web-of-political-ties-and-criminal-operations-unveiled-by-dumisani-khumalo\/?dm_source=blocks-horizontal&amp;dm_medium=card-link&amp;dm_campaign=inform\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Big Five drug trafficking cartel<\/a>.<\/p>\n<p>Senthumule, the SAPS divisional commissioner for detective and forensic services, testified that she first heard of Matlala at an engagement party held in honour of deputy police commissioner Shadrack Sibiya\u2019s son. Malebe-Thema also introduced Senthumule to Matlala\u2019s wife, Tsakane, who was also at the event.<\/p>\n<p>As Daily Maverick reported at the<a href=\"https:\/\/www.dailymaverick.co.za\/article\/2026-02-23-make-a-turn-cat-whatsapp-messages-tie-top-police-officer-to-tender-kingpin\/?dm_source=blocks-grid&amp;dm_medium=card-link&amp;dm_campaign=inform\" rel=\"noopener noreferrer nofollow\" target=\"_blank\"> <\/a><a href=\"https:\/\/www.dailymaverick.co.za\/article\/2026-02-23-make-a-turn-cat-whatsapp-messages-tie-top-police-officer-to-tender-kingpin\/?dm_source=blocks-grid&amp;dm_medium=card-link&amp;dm_campaign=inform\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Madlanga Commission,<\/a> Sibiya had messaged Matlala that night to collect Tsakane, whom he said was drunk, which evidence leaders said appeared to be an excuse to meet the organised crime accused. Senthumule told MPs that Tsakane did not appear to be drunk. <\/p>\n<p>Senthumule interacted with Matlala later that year after Malebe-Thema shared his details for a possible sponsorship for their Divisional Excellence Awards, to be held on 29 November 2024.<\/p>\n<p>At this point, Matlala had a contract (now cancelled because it was irregularly awarded) with the police. He also had a long history of criminal charges, most of which had been dropped. <\/p>\n<p>Matlala\u2019s company, MediCare24, sponsored 12 bar fridges for the awards, specifically for the Deputy National Commissioner\u2019s and Divisional Commissioner\u2019s Awards recipients.<\/p>\n<p>General Malebe-Thema gave her Matlala\u2019s number, Senthumule testified.<\/p>\n<p>She told MPs that she called Matlala and explained the proposal for the sponsorship. After this call, she was put in contact with an associate of Matlala, who handled the sponsorship.<\/p>\n<p>That was the extent of her interactions with Matlala, until she had seen his name mentioned in newspapers.<\/p>\n<p>\u2018Google is your friend\u2019<\/p>\n<p>Several MPs pointed out that Senthumule should have known better than to interact with Matlala, and she eventually conceded that, in fact, she should have known better.<\/p>\n<p>\u201cIt actually is regrettable, and much as I can say it was innocent, you know, I think from the look of things it doesn\u2019t sound right, it doesn\u2019t sound correct, and it\u2019s something that will follow me,\u201d Senthumule told MPs.<\/p>\n<p>DA MP Dianne Kohler Barnard said, \u201cJust to point out, Google is your friend.\u201d<\/p>\n<p>EFF MP Julius Malema said Senthumule, a former top Crime Intelligence official, should have known the company she kept, especially as she had a role as public as hers was. At one point, he questioned that when Senthumule had seen him for the first time, how her curiosity was not piqued.<\/p>\n<p>ActionSA\u2019s Dereleen James questioned her further: \u201cHere you are telling us, as the former head of Counter Intelligence, you approach a service provider, which number one is improper and makes this questionable, and you approach someone who has 17 charges.\u201d<\/p>\n<p>Matlala, of course, was charged in 2025 with the attempted murder of an ex-girlfriend, as well as conspiracy to commit murder, fraud and defeating the ends of justice.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/africa\/wp-content\/uploads\/2026\/02\/ED_588170_153997.jpg\" alt=\"P4 Thamm Back to the future\" title=\"Vusimuzi \u2018Cat\u2019 Matlala at the parliamentary ad hoc committee inquiry at Kgosi Mampuru Correctional Facility in Pretoria on 27 November 2025. And I\u2019ve given all of those statements as evidence to the evidence leaders. It\u2019s available for the public. From my credit card to my cheque card to Dr Pert, who actually did my procedures.\u201d<\/p>\n<p>(Yes, her doctor is called Dr Pert.)<\/p>\n<p>\u201cI\u2019m not shy, honourable members,\u201d she told MPs, \u201cto say I take care of myself. Being a police officer doesn\u2019t mean that you can just give up, and people see us. We\u2019ve got young women who must look at us as leaders, who actually can do the job. We model the badge.<\/p>\n<p>\u201cThere are times when I wear that uniform, and I carry that firearm, and I\u2019m like, no damn, I look good.\u201d<\/p>\n<p>\u201cThere are times where I also, like you, I don\u2019t see it, you know, but it\u2019s all about my body, my decisions, and what I deem fit as a woman at my level with the money that I worked hard for\u2026 not seeing my kids.<\/p>\n<p>\u201cI\u2019m not going to apologise to anybody. Yes, it can be a laughing stock for a moment. This, according to her (and bank statements provided in her witness statement), was paid using her credit card and a police bonus she received.<\/p>\n<p>After this, she went to work.<\/p>\n<p>\u201cGeneral Sibiya is correct because my back had pains. I couldn\u2019t sit properly, but I don\u2019t think it\u2019s something that for me he should have [ridden] on as a man with a badge\u2026 And an allegation that he [made] just from nowhere to say that Mr Matlala paid for it.\u201d<\/p>\n<p>She continued that she did not \u201ceven know\u201d what Ozempic looked like.<\/p>\n<p>\u201cAnd it is paraded on the global platform to say this general who represents this flag that I wear every day. I wear this every day because I represent my people. When I go to Abu Dhabi, and I sit, I represent South Africa in terms of diplomacy. I\u2019m not going to be sorry for what I do to look good.\u201d<\/p>\n<p>Senthumule said she was given the number for Dr Pert from Major General Malebe-Thema.<\/p>\n<p>While Senthumule denied she had a romantic relationship with Matlala, one police official has admitted to having a relationship with him. Testifying before the Madlanga Commission, Brigadier Rachel Matjeng, the SAPS Section Head for Quality Management, confirmed she had been in a relationship with Matlala in 2017, according to<a href=\"https:\/\/www.enca.com\/news-top-stories\/matjeng-testimony-divides-public-relationship-matlala\" rel=\"noopener noreferrer nofollow\" target=\"_blank\"> <\/a><a href=\"https:\/\/www.enca.com\/news-top-stories\/matjeng-testimony-divides-public-relationship-matlala\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">eNCA<\/a>.<\/p>\n<p>On Wednesday, Lieutenant General Francina Vuma is expected to testify about the R45-million grabber, allegedly used at the ANC\u2019s elective conference in 2017.
