{"id":14565,"date":"2026-01-10T05:17:19","date_gmt":"2026-01-10T05:17:19","guid":{"rendered":"https:\/\/www.europesays.com\/africa\/14565\/"},"modified":"2026-01-10T05:17:19","modified_gmt":"2026-01-10T05:17:19","slug":"siaya-governor-orengo-s-administration-advertise-massive-job-recruitment-drive","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/africa\/14565\/","title":{"rendered":"Siaya Governor Orengo &#8216;s administration advertise massive job recruitment drive"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/africa\/wp-content\/uploads\/2026\/01\/db0c71c9-17cc-4f9e-8b02-0c189e6e761a.png\" style=\"max-width: 100%; width: 100%;\" class=\"ui-draggable ui-draggable-handle\"\/>The Siaya County Government has announced a recruitment&#13;<br \/>\ndrive targeting senior leadership and technical positions, in a move officials&#13;<br \/>\nsay is aimed at strengthening service delivery across departments, including&#13;<br \/>\nthe heavily strained health sector.<\/p>\n<p>The recruitment, issued by the Siaya County Public Service&#13;<br \/>\nBoard (CPSB), invites applications for 11 County Executive Committee Member&#13;<br \/>\n(CECM) positions, all serving during the tenure of the governor, alongside the&#13;<br \/>\nposition of County Attorney, which carries a six-year contract.<\/p>\n<p>The advertised CECM roles cover key departments, including&#13;<br \/>\nFinance and Economic Planning, Governance and Administration, Health and&#13;<br \/>\nSanitation, Agriculture and Blue Economy, Water and Environment, Trade and&#13;<br \/>\nIndustrialisation, Public Works and Transport, Tourism and Culture, Lands and&#13;<br \/>\nUrban Development, and Education and Social Services. Serving public officers&#13;<br \/>\nwho meet the requirements are eligible to apply.<\/p>\n<p><p>\u00a0<\/p>\n<p>In addition, the county has listed more than 40 senior and&#13;<br \/>\nmid-level positions, including chief officers, directors, deputy directors,&#13;<br \/>\ncoordinators and officers across multiple departments. Most chief officer&#13;<br \/>\npositions are offered on three-year contracts, renewable annually based on&#13;<br \/>\nperformance.<\/p>\n<p><p>\u00a0<\/p>\n<p>A significant portion&#13;<br \/>\nof the advertised positions is within the health department, which accounts for&#13;<br \/>\ndozens of vacancies.<\/p>\n<p><p>\u00a0<\/p>\n<p>These include posts for medical officers, registered nurses,&#13;<br \/>\nclinical officers, pharmaceutical technologists, health records officers and&#13;<br \/>\nhealth information officers, most of which are permanent and pensionable.<\/p>\n<p><p>\u00a0<\/p>\n<p>The recruitment comes as the county continues efforts to&#13;<br \/>\nstabilise its health workforce following a controversial verification exercise&#13;<br \/>\nlast year.<\/p>\n<p><p>\u00a0<\/p>\n<p>During that exercise, over 380 individuals were dismissed&#13;<br \/>\nafter failing to present valid employment documents.<\/p>\n<p><p>\u00a0<\/p>\n<p>Only about 120 workers were confirmed to have been&#13;<br \/>\nofficially recruited through a formal interview process and issued authentic&#13;<br \/>\nappointment letters.<\/p>\n<p><p>\u00a0<\/p>\n<p>The dismissals triggered public protests and legal&#13;<br \/>\npetitions, with affected individuals claiming they were unfairly removed from&#13;<br \/>\nservice.<\/p>\n<p><p>\u00a0<\/p>\n<p>Petitions were submitted both to the county assembly and the&#13;<br \/>\ngovernor\u2019s office, demanding reinstatement and investigation into the alleged&#13;<br \/>\nunfair dismissal.<\/p>\n<p><p>\u00a0<\/p>\n<p>Amid the public outcry in September last year, Governor James&#13;<br \/>\nOrengo called on the Siaya county assembly to fast-track its inquiry into the&#13;<br \/>\ndismissal of health workers, urging that the matter be concluded within two&#13;<br \/>\nweeks.<\/p>\n<p><p>\u00a0<\/p>\n<p>\u201cNoting the public&#13;<br \/>\noutrage over this issue, we urge the county assembly to conclude this matter in&#13;<br \/>\na fortnight rather than a month,\u201d Orengo said, adding that the executive would&#13;<br \/>\nnot interfere with the assembly\u2019s inquiry or other investigations by state&#13;<br \/>\nagencies.<\/p>\n<p><p>\u00a0<\/p>\n<p>Orengo confirmed that petitions from the dismissed workers&#13;<br \/>\nhad been received and emphasised that all county recruitment must follow due&#13;<br \/>\nprocess with jobs advertised, applications received and interviews conducted&#13;<br \/>\naccording to law.<\/p>\n<p><p>\u00a0<\/p>\n<p>\u201cThis is the only&#13;<br \/>\nlawful path for individuals to join the county public service,\u201d he said.<\/p>\n<p><p>\u00a0<\/p>\n<p>The governor acknowledged concerns over past irregularities,&#13;<br \/>\nincluding allegations of bribery and said each case would be examined&#13;<br \/>\nindividually.<\/p>\n<p><p>\u00a0<\/p>\n<p>\u201cIf indeed there were&#13;<br \/>\nexchanges of money, such appointments would be null and void,\u201d he said, adding&#13;<br \/>\nthat the county would abide by resolutions made by the assembly and other&#13;<br \/>\nrelevant state organs.<\/p>\n<p><p>\u00a0<\/p>\n<p>Orengo also called for lifestyle audits on individuals implicated&#13;<br \/>\nin fraudulent recruitment schemes and urged dialogue with affected workers to&#13;<br \/>\naddress grievances fairly and transparently.<\/p>\n<p><p>\u00a0<\/p>\n<p>EACC is also investigating the matter.<\/p>\n<p><p>\u00a0<\/p>\n<p>To prevent recurrence of past irregularities, the board has&#13;<br \/>\nintroduced rigorous vetting requirements.<\/p>\n<p><p>\u00a0<\/p>\n<p>Applicants are required to submit detailed resumes,&#13;<br \/>\ncertified copies of academic and professional certificates, national&#13;<br \/>\nidentification documents and clearance certificates from the Kenya Revenue&#13;<br \/>\nAuthority, Ethics and Anti-Corruption Commission, Directorate of Criminal&#13;<br \/>\nInvestigations, Higher Education Loans Board, and Credit Reference Bureau.<\/p>\n<p><p>\u00a0<\/p>\n<p>The board warned that any form of canvassing or undue&#13;<br \/>\ninfluence will lead to automatic disqualification and encouraged women,&#13;<br \/>\nminorities and persons with disabilities to apply.<\/p>\n<p><p>\u00a0<\/p>\n<p>According to the&#13;<br \/>\nadvert, all successful candidates will be subject to vetting and approval by a&#13;<br \/>\nselect committee of the County Assembly of Siaya before appointment<\/p>\n<p><p>\u00a0<\/p>\n<p>Only shortlisted&#13;<br \/>\ncandidates will be contacted.<\/p>\n<p>Interested candidates have until January 12, 2026, at 4 pm&#13;<br \/>\nto submit applications either physically at the CPSB offices at Ardhi House in&#13;<br \/>\nBondo or online through the board\u2019s official website and email address.<\/p>\n<p>As Siaya moves to refill critical positions, the recruitment&#13;<br \/>\nis expected to strengthen administrative capacity and restore confidence in&#13;<br \/>\npublic service delivery amid growing public demand for
