The Siaya County Government has announced a recruitment
\ndrive targeting senior leadership and technical positions, in a move officials
\nsay is aimed at strengthening service delivery across departments, including
\nthe heavily strained health sector.<\/p>\n
The recruitment, issued by the Siaya County Public Service
\nBoard (CPSB), invites applications for 11 County Executive Committee Member
\n(CECM) positions, all serving during the tenure of the governor, alongside the
\nposition of County Attorney, which carries a six-year contract.<\/p>\n
The advertised CECM roles cover key departments, including
\nFinance and Economic Planning, Governance and Administration, Health and
\nSanitation, Agriculture and Blue Economy, Water and Environment, Trade and
\nIndustrialisation, Public Works and Transport, Tourism and Culture, Lands and
\nUrban Development, and Education and Social Services. Serving public officers
\nwho meet the requirements are eligible to apply.<\/p>\n
\u00a0<\/p>\n
In addition, the county has listed more than 40 senior and
\nmid-level positions, including chief officers, directors, deputy directors,
\ncoordinators and officers across multiple departments. Most chief officer
\npositions are offered on three-year contracts, renewable annually based on
\nperformance.<\/p>\n
\u00a0<\/p>\n
A significant portion
\nof the advertised positions is within the health department, which accounts for
\ndozens of vacancies.<\/p>\n
\u00a0<\/p>\n
These include posts for medical officers, registered nurses,
\nclinical officers, pharmaceutical technologists, health records officers and
\nhealth information officers, most of which are permanent and pensionable.<\/p>\n
\u00a0<\/p>\n
The recruitment comes as the county continues efforts to
\nstabilise its health workforce following a controversial verification exercise
\nlast year.<\/p>\n
\u00a0<\/p>\n
During that exercise, over 380 individuals were dismissed
\nafter failing to present valid employment documents.<\/p>\n
\u00a0<\/p>\n
Only about 120 workers were confirmed to have been
\nofficially recruited through a formal interview process and issued authentic
\nappointment letters.<\/p>\n
\u00a0<\/p>\n
The dismissals triggered public protests and legal
\npetitions, with affected individuals claiming they were unfairly removed from
\nservice.<\/p>\n
\u00a0<\/p>\n
Petitions were submitted both to the county assembly and the
\ngovernor\u2019s office, demanding reinstatement and investigation into the alleged
\nunfair dismissal.<\/p>\n
\u00a0<\/p>\n
Amid the public outcry in September last year, Governor James
\nOrengo called on the Siaya county assembly to fast-track its inquiry into the
\ndismissal of health workers, urging that the matter be concluded within two
\nweeks.<\/p>\n
\u00a0<\/p>\n
\u201cNoting the public
\noutrage over this issue, we urge the county assembly to conclude this matter in
\na fortnight rather than a month,\u201d Orengo said, adding that the executive would
\nnot interfere with the assembly\u2019s inquiry or other investigations by state
\nagencies.<\/p>\n
\u00a0<\/p>\n
Orengo confirmed that petitions from the dismissed workers
\nhad been received and emphasised that all county recruitment must follow due
\nprocess with jobs advertised, applications received and interviews conducted
\naccording to law.<\/p>\n
\u00a0<\/p>\n
\u201cThis is the only
\nlawful path for individuals to join the county public service,\u201d he said.<\/p>\n
\u00a0<\/p>\n
The governor acknowledged concerns over past irregularities,
\nincluding allegations of bribery and said each case would be examined
\nindividually.<\/p>\n
\u00a0<\/p>\n
\u201cIf indeed there were
\nexchanges of money, such appointments would be null and void,\u201d he said, adding
\nthat the county would abide by resolutions made by the assembly and other
\nrelevant state organs.<\/p>\n
\u00a0<\/p>\n
Orengo also called for lifestyle audits on individuals implicated
\nin fraudulent recruitment schemes and urged dialogue with affected workers to
\naddress grievances fairly and transparently.<\/p>\n
\u00a0<\/p>\n
EACC is also investigating the matter.<\/p>\n
\u00a0<\/p>\n
To prevent recurrence of past irregularities, the board has
\nintroduced rigorous vetting requirements.<\/p>\n
\u00a0<\/p>\n
Applicants are required to submit detailed resumes,
\ncertified copies of academic and professional certificates, national
\nidentification documents and clearance certificates from the Kenya Revenue
\nAuthority, Ethics and Anti-Corruption Commission, Directorate of Criminal
\nInvestigations, Higher Education Loans Board, and Credit Reference Bureau.<\/p>\n
\u00a0<\/p>\n
The board warned that any form of canvassing or undue
\ninfluence will lead to automatic disqualification and encouraged women,
\nminorities and persons with disabilities to apply.<\/p>\n
\u00a0<\/p>\n
According to the
\nadvert, all successful candidates will be subject to vetting and approval by a
\nselect committee of the County Assembly of Siaya before appointment<\/p>\n
\u00a0<\/p>\n
Only shortlisted
\ncandidates will be contacted.<\/p>\n
Interested candidates have until January 12, 2026, at 4 pm
\nto submit applications either physically at the CPSB offices at Ardhi House in
\nBondo or online through the board\u2019s official website and email address.<\/p>\n
As Siaya moves to refill critical positions, the recruitment
\nis expected to strengthen administrative capacity and restore confidence in
\npublic service delivery amid growing public demand for transparency,
