Head of Public Service Felix Koskei on Monday held a follow-up meeting with
\nthe Committee on Implementation of the 10-Point Agenda and the National
\nDialogue Committee (NADCO) Report, as the team moves toward key timelines set
\nfor March 2026.<\/p>\n
Koskei said the Committee paid a courtesy call
\nto provide an update on steps taken since an initial meeting in November 2025,
\nincluding preparations for stakeholder consultations across state and non-state
\nactors.<\/p>\n
According to Koskei, the Committee presented a memorandum guide detailing specific areas requiring responses from
\nthe Office of the Head of Public Service in relation to the 10-Point Agenda.<\/p>\n
Similar guides are expected to be issued to all relevant ministries, departments,
\nand agencies as part of the implementation architecture.<\/p>\n
He assured the Committee of full government
\nsupport to ensure smooth execution of its mandate and facilitation of remaining
\nprocesses linked to the 10-Point Agenda and the NADCO report outcomes.<\/p>\n
The
\nimplementation phase represents the second leg of the bipartisan NADCO process,
\nwhich produced recommendations on governance reforms, electoral issues, and
\nother national dialogue commitments following consultations between government
\nand opposition representatives.<\/p>\n
The Committee is expected to submit progress updates as the March 2026
\ndeadline approaches.<\/p>\n
The team was mandated to address a number of issues that Kenyans were raising on governance, rule of law, electoral integrity, strengthening of devolution, and fostering unity and cohesion among the people.<\/p>\n
The team is also seeking the establishment and entrenchment of state offices that include the Office of the Leader of the Official Opposition and the Office of the Prime Minister.<\/p>\n

\nThe COIN-10 pledged to work with Dr. Oburu Oginga, who has since assumed the role of ODM Leader and co-principal, to ensure the Accord is fully implemented.<\/p>\n
In February 2024, the National Assembly adopted the report of the NADCO, which was tabled in the House on December 7, 2023, by Leader of the Majority Party and NADCO Co-Chairperson Kimani Ichung\u2019wah (Kikuyu).<\/p>\n
UDA and ODM hope that the implementation of the recommendations will create room for a more formal engagement ahead of the 2027 polls.\u00a0<\/p>\n
In December 2025, the Commitee held\u00a0a three-day stocktaking meeting at Maanzoni Resort in Machakos County.<\/p>\n
They\u00a0said it will continue engaging Kenyans to get their views on the implementation process and resolution of its mandate.<\/p>\n
The\u00a0Committee, in a communique issued by its chairperson, Dr. Agnes Zani,\u00a0said\u00a0they met to take stock of the progress of its mandate since its inception in August this year, update the public on progress made on its mandate, and, jointly with the technical team, to enhance the framework for tracking the implementation of the 10-point agenda.<\/p>\n
