However, UN human rights experts had said that at least 700 people were estimated to have been killed in the violence.<\/p>\n<p>The commission\u2019s chair, Mohamed Chande Othman, while handing over the report to Tanzanian President Samia Suluhu Hassan, said the death toll could be underestimated due to challenges in identifying victims.<\/p>\n<p>According to him, of the 518, 490 were males, 21 were children, and 16 were security officers.<\/p>\n<p>Without specifically naming any individual, he said the commission\u2019s \u201cindisputable evidence\u201d showed the violence that trailed the polls was sponsored by \u201ctrained people.\u201d<\/p>\n<p>\u201cOrganisers used various techniques, including using people without a deep understanding and desperate youth, while \u200cencouraging simultaneous acts of violence across different locations,\u201d said Mr Othman.<\/p>\n<p>Mr Othman recommended that a criminal investigation commission be set up to probe specific incidents, without passing judgment on law enforcement agencies.<\/p>\n<p>Upon receiving the commission\u2019s report, Ms Hassan said Tanzania had learnt from the violence that \u201cshook our nation.\u201d<\/p>\n<p>\u201cWe have learnt,\u201d said the president. \u201cThe commission has told us that all the violence was planned, coordinated, financed, and executed by people who were trained and given equipment for committing crimes.\u201d<\/p>\n<p>Ms Hassan maintained that the demonstrators\u2019 aim was to \u201ccreate a leadership vacuum\u201d and make Tanzania \u201cungovernable.\u201d<\/p>\n<p>She accepted Mr Othman\u2019s recommendation on the establishment of an investigation body to identify those responsible for the looting of properties and destruction of infrastructure.<\/p>\n<p>\u201cThe investigation will also examine the deaths of children, address claims of missing bodies, and probe allegations of abductions, including cases beyond the immediate areas of the unrest,\u201d she said.<\/p>\n<p>However, the main opposition party, Chadema, dismissed the report as \u201ca cover-up\u201d and \u201can attempt to whitewash the regime\u2019s crimes,\u201d according to the AFP news agency.<\/p>\n<p>Protests began on the election day, after opposition candidates Tundu Lissu of the CHADEMA party and Luhaga Mpina of the Alliance for Change and Transparency (ACT-Wazalendo) were<a href=\"https:\/\/gazettengr.com\/electoral-commission-clears-tanzanian-president-disqualifies-rivals\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"> barred from participating<\/a> in the presidential and parliamentary elections. The protest lasted about two weeks.<\/p>\n<p>Violence broke out after security operatives clashed with protesters. The police used firearms and tear gas against demonstrators in the cities of Dar es Salaam, Shinyanga, and Morogoro.<\/p>\n<p>Despite the protests, Ms Hassan insisted that the East African country\u2019s election was conducted with utmost \u201ctransparency and adherence to democratic principles.\u201d<\/p>\n<p>Meanwhile, the president, on December 2, 2025, justified the<a href=\"https:\/\/gazettengr.com\/tanzanias-president-justifies-brutal-killings-during-election-protests\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"> police\u2019s killing of protesters<\/a>. She accused demonstrators of attempting to overthrow her.<\/p>\n<p>\u201cSo when we\u2019re told that we used too much force in that event, what was the smallest force?
