It said the measure was aimed at preventing online misinformation, disinformation, electoral fraud and the incitement of violence.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The move contradicts earlier assurances from the authorities.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Earlier this month, the commission dismissed reports of a possible blackout as \u201cmere rumours\u201d, insisting its role was to guarantee uninterrupted connectivity nationwide. The government had also promised that the internet would remain accessible during election day.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The shutdown comes amid an intensified crackdown on the opposition as President Yoweri Museveni seeks to extend his four-decade rule.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The 81-year-old leader, who has been in power since 1986, is widely expected to win a seventh term, having maintained tight control over state institutions and the security forces.<\/p>\n<p>Entrenched presidency<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Uganda\u2019s elections on Thursday are expected to be a duel between Museveni and singer-turned-opposition leader Bobi Wine, who is running for president for a second time with strong backing from young voters.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Around 21.7 million people are registered to vote, according to Uganda\u2019s Electoral Commission.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">With campaigning ending on Tuesday, on Monday Museveni took his message to the Kasese district, in the far west of the country.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Speaking to a crowd of several thousand people wearing the yellow colours of his National Resistance Movement (<a href=\"https:\/\/www.nrm.ug\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:NRM;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">NRM<\/a>), Museveni defended his record, focusing on the political stability he said had been restored since he took power in 1986, following decades of political turmoil.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThe NRM rejected ethnic or religious politics because they are sterile, they make no sense,&#8221; he told the crowd. &#8220;The NRM rejected sectarianism. That is why we created a strong national party and were able to build strong national institutions \u2013 the army, the police, the civil service&#8230; It is thanks to this that we now have peace.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">His final rally was held in Kampala on Tuesday. If reelected, he will be serving his seventh mandate.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Facing Museveni are\u00a0seven other candidates, but the most prominent by far is\u00a0the leader of the National Unity Platform (<a href=\"https:\/\/nupuganda.org\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:NUP;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">NUP<\/a>),\u00a0<a href=\"https:\/\/www.facebook.com\/www.bobiwine.ug\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Wine;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Wine<\/a>, aged 43 \u2013 real name Robert Kyagulanyi.<\/p>\n<p>Arbitrary arrests<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Rights groups and international monitors have accused\u00a0<a href=\"https:\/\/www.rfi.fr\/en\/tag\/uganda\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Uganda;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Uganda<\/a>&#8216;s authorities of arresting opponents and candidates, abductions and media intimidation in the run-up to the election.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Amnesty International on Monday said that Ugandan security forces had used torture and arbitrary arrests to intimidate the opposition before the election.\u00a0That included security officers beating and using tear gas against NUP supporters, the global rights monitor said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\"><a href=\"https:\/\/uk.news.yahoo.com\/crackdown-ugandas-opposition-intensifies-elections-121804579.html\" class=\"link  yahoo-link\" data-ylk=\"slk:Crackdown on Uganda&#039;s opposition intensifies as elections draw near;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" rel=\"nofollow noopener\" target=\"_blank\">Crackdown on Uganda&#8217;s opposition intensifies as elections draw near<\/a><\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Wine, who has been repeatedly arrested in the past, campaigned in a flak jacket, saying the race has become a &#8220;war&#8221;.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;They cannot abduct all of us,&#8221; he said at an NUP rally last week. &#8220;The jails are already full and we are still millions of change-seeking Ugandans out there.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Many see in Wine the last hope for a regime change, as entire generations have only known Museveni as President.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The historic opposition leader\u00a0<a href=\"https:\/\/www.facebook.com\/KizzaBesigye1\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Kizza Besigye;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Kizza Besigye<\/a> is still in prison after having been kidnapped in November 2024 while in Kenya. He endorsed Wine at the weekend.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\"><a href=\"https:\/\/www.rfi.fr\/en\/africa\/20250522-kenya-slammed-as-rogue-state-over-ugandan-opposition-leader-kidnap\" class=\"link \" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Kenya slammed as &#039;rogue state&#039; over Ugandan opposition leader kidnap;elm:context_link;itc:0;sec:content-canvas\">Kenya slammed as &#8216;rogue state&#8217; over Ugandan opposition leader kidnap<\/a><\/p>\n<p>Wider democratic erosion<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Ugandans also fear a repeat of the violence surrounding the 2021 elections in a similar climate, when many people lost their lives.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThe army chief and the spokesperson issued warnings urging voters not to linger near polling stations after casting their ballots,&#8221; Godber Tumushabe, of the <a href=\"https:\/\/www.glissafrica.org\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Great Lakes Institute for Strategic Studies;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Great Lakes Institute for Strategic Studies<\/a>, told RFI.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;And one particularly disturbing comment came from a senior officer in the army\u2019s Fourth Division in Gulu. He warned that Ugandans who remained near polling stations after voting could be arrested&#8230; or shot.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Concerns of a wider erosion of democracy in East Africa are high, after elections in neighbouring Tanzania in October descended into violence amid rigging allegations, with hundreds of protesters killed by security forces.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Dozens of anti-government protesters have also been killed in protests in Kenya since 2024.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cMuseveni brandishes the slogan \u2018protect the gains&#8217;, but you don\u2019t protect a military regime,&#8221; <a href=\"https:\/\/www.chr.up.ac.za\/hrda-student-profiles\/tito-magoti\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:human rights lawyer Tito Magoti;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">human rights lawyer Tito Magoti<\/a> told RFI.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;I urge him to renounce violence. As the election approaches, the state wants to exclude citizens from governing their country. And this could end badly.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In the 2021 election around 59 percent of registered voters cast a ballot, with 10.7 million participating out of 18.1 million registered.
