We had already seen 2 prior spikes in recent weeks, as locals prepared for a predicted Internet blackout: pic.twitter.com\/rvvz58jBYx<a href=\"https:\/\/twitter.com\/cantworkitout\/status\/2011140554244100501\" data-url=\"https:\/\/twitter.com\/cantworkitout\/status\/2011140554244100501\" target=\"_blank\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">January 13, 2026<\/a><\/p>\n<p id=\"6bc4ed42-c346-4b06-b13a-d0b2a974cec8\">This comes despite the <a data-analytics-id=\"inline-link\" href=\"https:\/\/x.com\/victor_kenani\/status\/2011087550883250333\/photo\/1\" target=\"_blank\" rel=\"nofollow\" data-url=\"https:\/\/x.com\/victor_kenani\/status\/2011087550883250333\/photo\/1\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" data-mrf-recirculation=\"inline-link\">Uganda Communications Commission (UCC) ordering<\/a> a temporary suspension of public internet access. While essential services like online banking and government administrative portals are excluded from the block, impacted services include social media apps, video streaming platforms, and messaging apps. Satellite internet services like Starlink are aslo blocked.<\/p>\n<p>As per the order, only authorized personnel are allowed to use a <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.techradar.com\/vpn\/virtual-private-networks\" data-mrf-recirculation=\"inline-link\" data-before-rewrite-localise=\"https:\/\/www.techradar.com\/vpn\/virtual-private-networks\" rel=\"nofollow noopener\" target=\"_blank\">virtual private network (VPN)<\/a> to access suspended services. Restrictions will remain in force until the UCC issues a restoration notice.<\/p>\n<p>Earlier this month, the <a data-analytics-id=\"inline-link\" href=\"https:\/\/x.com\/GCICUganda\/status\/1996849312265908475?s=20\" target=\"_blank\" rel=\"nofollow\" data-url=\"https:\/\/x.com\/GCICUganda\/status\/1996849312265908475?s=20\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" data-mrf-recirculation=\"inline-link\">UCC dismissed<\/a> the rumors of a potential internet shutdown, while warning individuals looking to use VPNs to circumvent the ban on Facebook that they are not &#8220;<a data-analytics-id=\"inline-link\" href=\"https:\/\/x.com\/DailyMonitor\/status\/1996526419241804235?s=20\" target=\"_blank\" rel=\"nofollow\" data-url=\"https:\/\/x.com\/DailyMonitor\/status\/1996526419241804235?s=20\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" data-mrf-recirculation=\"inline-link\">immune to legal action<\/a>.&#8221;<\/p>\n<p><a id=\"elk-226b40de-12c5-4fdb-8b8f-f39dae42721a\" class=\"paywall\" aria-hidden=\"true\" data-url=\"\" href=\"\" target=\"_blank\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\"\/>Are VPNs working in Uganda?<\/p>\n<p id=\"51400f0c-4669-4af0-a5d5-35926cc553c6\">As we are seeing with the ongoing <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.techradar.com\/vpn\/vpn-privacy-security\/iranians-offline-for-over-90-hours-as-digital-blackout-continues-for-fifth-day-heres-everything-we-know\" data-mrf-recirculation=\"inline-link\" data-before-rewrite-localise=\"https:\/\/www.techradar.com\/vpn\/vpn-privacy-security\/iranians-offline-for-over-90-hours-as-digital-blackout-continues-for-fifth-day-heres-everything-we-know\" rel=\"nofollow noopener\" target=\"_blank\">Iranian digital blackout<\/a>, not even the <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.techradar.com\/vpn\/best-vpn\" data-mrf-recirculation=\"inline-link\" data-before-rewrite-localise=\"https:\/\/www.techradar.com\/vpn\/best-vpn\" rel=\"nofollow noopener\" target=\"_blank\">best VPN<\/a> apps can help people get back online during a total internet shutdown. That&#8217;s because VPNs and similar circumventing tools need a functioning internet connection to work.<\/p>\n<p>The situation in Uganda, however, appears to be different. According to <a data-analytics-id=\"inline-link\" href=\"https:\/\/x.com\/MordecaiMuriisa\/status\/2011369288536293830\" target=\"_blank\" data-url=\"https:\/\/x.com\/MordecaiMuriisa\/status\/2011369288536293830\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" data-mrf-recirculation=\"inline-link\" rel=\"nofollow\">social media reports<\/a>, some people in the country have managed to evade restrictions by connecting to VPNs.<\/p>\n<p>Another <a data-analytics-id=\"inline-link\" href=\"https:\/\/x.com\/callebtc\/status\/2011339844623221224?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E2011339844623221224%7Ctwgr%5Ed6cbef5c46656328f211c0543a3ad0ddff09967d%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fcryptonews.com%2Fnews%2Fbitchat-downloads-spike-in-uganda-as-government-prepares-internet-shutdown-for-election%2F\" target=\"_blank\" data-url=\"https:\/\/x.com\/callebtc\/status\/2011339844623221224?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E2011339844623221224%7Ctwgr%5Ed6cbef5c46656328f211c0543a3ad0ddff09967d%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fcryptonews.com%2Fnews%2Fbitchat-downloads-spike-in-uganda-as-government-prepares-internet-shutdown-for-election%2F\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" data-mrf-recirculation=\"inline-link\" rel=\"nofollow\">tweet<\/a> shows VPN apps are among the most downloaded apps in Uganda&#8217;s official app stores right now, alongside mesh messaging using Bluetooth connections instead, such as Bitchat.<\/p>\n<p>This may be bound to the fact that Uganda&#8217;s internet connectivity levels were still around 20% on Wednesday morning, according to <a data-analytics-id=\"inline-link\" href=\"https:\/\/x.com\/netblocks\/status\/2011344621578961168\" target=\"_blank\" rel=\"nofollow\" data-url=\"https:\/\/x.com\/netblocks\/status\/2011344621578961168\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" data-mrf-recirculation=\"inline-link\">NetBlocks data<\/a>. We will update the page with the latest information as soon as we hear back.<\/p>\n<p><a id=\"elk-48f868f9-9333-4727-9e99-d17ee75c498a\" class=\"paywall\" aria-hidden=\"true\" data-url=\"\" href=\"\" target=\"_blank\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\"\/>Why has Uganda suspended internet access?<\/p>\n<p id=\"7ce0a262-7a10-43e3-87c2-11b7da306c0a\">The UCC said that the internet shutdown is a necessary measure &#8220;to mitigate the rapid spread of online misinformation, disinformation, electoral fraud and related risks, as well as preventing of incitment of violence that could affect public confidence and national security during the election period.&#8221;<\/p>\n<p>Digital rights experts, however, have long warned that access to the internet is crucial to guarantee free access to information and freedom of expression during such a delicate period. &#8220;These rights are essential to inclusive participation, and a cornerstone of free, fair and credible elections,&#8221; wrote <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.accessnow.org\/press-release\/keepiton-uganda-internet-access-2026-elections\/\" target=\"_blank\" rel=\"nofollow noopener\" data-url=\"https:\/\/www.accessnow.org\/press-release\/keepiton-uganda-internet-access-2026-elections\/\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" data-mrf-recirculation=\"inline-link\">Access Now<\/a>.<\/p>\n<p>Uganda has a long history of cutting the internet, especially during elections. Authorities did so during the highly contested elections of 2021, with restrictions lasting one week. In that instance, authorities even cut access to more than 100 VPN apps, said Access Now.<\/p>\n<p>The <a data-analytics-id=\"inline-link\" href=\"https:\/\/cpj.org\/2026\/01\/journalists-assaulted-internet-blackout-ordered-ahead-of-uganda-elections\/\" target=\"_blank\" rel=\"nofollow noopener\" data-url=\"https:\/\/cpj.org\/2026\/01\/journalists-assaulted-internet-blackout-ordered-ahead-of-uganda-elections\/\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" data-mrf-recirculation=\"inline-link\">Committee to Protect Journalists<\/a> has already reported on Ugandan journalists being assaulted for covering the lead-up to the crucial presidential elections.
