Talks reopened into the Co\u2011operative Framework Agreement \u2212 a long-stalled motion to transform the initiative into the Nile Basin Commission, an overarching authority to manage the <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/08\/12\/el-sisi-says-egypt-wont-compromise-on-share-of-nile-water\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/08\/12\/el-sisi-says-egypt-wont-compromise-on-share-of-nile-water\/\">Nile\u2019s waters<\/a>.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-11-77QUOVUOPFDXXMS2BNK3JPIQFM\">There had been two opposing blocs in the negotiations, with Egypt, Sudan and Eritrea demanding a greater role for downstream members of the initiative. An opposing bloc headed by Ethiopia imposed terms that were deemed unacceptable, leading to a stalemate.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-12-U5HAVKSGANGIVNA2GPTPZCDXPY\">Experts argue that the talks collapsed because the initiative is not feasible without Egypt and <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/12\/18\/sudans-al-burhan-in-egypt-for-talks-with-el-sisi-as-pressure-mounts-for-truce-in-civil-war\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/12\/18\/sudans-al-burhan-in-egypt-for-talks-with-el-sisi-as-pressure-mounts-for-truce-in-civil-war\/\">Sudan<\/a> as signatories. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-13-6S4RQUNIRBB67G4PUQIPRWQCGM\">A new round of ministerial talks held this month in Burundi brought both groups together for the first time in years \u201cin a genuine consultative process\u201d, Mr Abdelatty said.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-14-ZH6X7LJOQNATVGJKFUB6XCRXH4\">The meeting produced \u201ca historic outcome\u201d, an agreement, endorsed by seven participating states, to reopen the 2010 framework for amendments that can allow downstream countries to rejoin once their concerns are accommodated.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-15-LXB4RFK5NFD7PJUQTYACOWEIMM\">\u201cIf consensus is reached, Egypt will return strongly to the initiative and support its transformation into a Nile\u202fWater\u202fCommission,\u201d he said. \u201cOur basic principle is clear: Egypt cannot compromise or neglect its water rights.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-16-UAGXIVXRUFCGXIABZSBFPQC3BU\">Egypt and Sudan had been in negotiations with Ethiopia, demanding Addis Ababa enters into a legally binding agreement on the operation and management of the dam.<\/p>\n<p>Countering &#8216;colonial&#8217; narrative <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-19-NHSLDJVOWFEURJNHQCZT2ITJUI\">Egypt has worked hard to counter the narrative that it has historically hoarded the Nile\u2019s waters and that it stood against African development, Mr Abdelatty said. He believes that view has largely changed, calling this a \u201csuccess for the Foreign Ministry\u2019s efforts\u201d. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-20-ZQ3LFFZ23JFWPAMO6BXS4CRGVI\">Mr Abdelatty said the \u201cfalse narrative\u201d has also been propagated by Ethiopia\u2019s leadership, which has <a href=\"https:\/\/www.thenationalnews.com\/mena\/egypt\/2023\/12\/20\/ethiopia-gerd-egypt-talks\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/mena\/egypt\/2023\/12\/20\/ethiopia-gerd-egypt-talks\/\">accused<\/a> Egypt of having a \u201ccolonial stance\u201d on African development.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-21-2LQGP5ZHCNDWBMJATK5MHHUKK4\">He highlighted the approval of 34 new water projects for southern\u2011basin countries, including Uganda, Kenya and South\u202fSudan.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-22-EAETJNLLQNAPDDE4KP7WK36S4M\">\u201cWe have now created, for the first time in our history, a sizeable fund, denominated in dollars from the Egyptian budget to implement water and development projects in the southern basin,\u201d he told MBC, \u201cThis corrects an important narrative and shows that Egypt supports our fellow Africans\u2019 right to progress, while safeguarding our national interest.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-23-PF5FHY4MDBDJ7LLRTUWNZ2UOVA\">Mr Abdelatty also touched upon refugees in <a href=\"https:\/\/www.thenationalnews.com\/business\/property\/2025\/07\/30\/egypt-now-menas-third-largest-construction-market-with-5655bn-pipeline\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/business\/property\/2025\/07\/30\/egypt-now-menas-third-largest-construction-market-with-5655bn-pipeline\/\">Egypt<\/a> and the need for burden-sharing. He said the number of refugees and migrants in Egypt now exceeds 10\u202fmillion \u2212 up from about 9 million last year. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-24-SPBDQXVPMNFCBO3OMTRTF3CZY4\">He distinguished between registered <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/07\/21\/egypt-sets-up-trains-for-sudanese-refugees-to-return-home\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/07\/21\/egypt-sets-up-trains-for-sudanese-refugees-to-return-home\/\">refugees<\/a> and a much larger unregistered population integrated across Egyptian cities.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-25-7IJFXU4DFNCXDA3OXJGW4ONDH4\">The minister singled out the <a href=\"https:\/\/www.thenationalnews.com\/news\/europe\/2025\/10\/22\/eu-and-egypt-strengthen-economic-ties-during-gaza-reconstruction-talks\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/europe\/2025\/10\/22\/eu-and-egypt-strengthen-economic-ties-during-gaza-reconstruction-talks\/\">EU<\/a> as having a distinct responsibility to play a more hands-on role in taking care of refugees in Egypt.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-26-A33UQL5V7VDBFLYFRZ2IIIQKXA\">\u201cIt is impossible for Egypt to continue bearing this burden alone,\u201d he said. \u201cIf these countries do not share in the costs, they must face the consequences. They have to face the fact that for many refugees, Egypt is a transit country and most want to end up in Europe.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-27-DSSC2JRSCJG35GZALH6CKFFDEY\">Mr Abdelatty also rejected claims that Egypt profits from hosting refugees and said that, in fact, it often has to cover funding shortfalls out of pocket.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-28-BJF633TDGNDAXOEMYG7XLPMSRU\">\u201cWe do not ask for money for refugees \u2212 not one pound,\u201d he said. \u201cWe only ask that partners be present here to ensure aid reaches those in need and to expand registration under the UN\u202frefugee agency.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-29-TSVP2BJY25E3TBVSSWP25SV3AA\">At the same time, he noted, Egyptian citizens have \u201cevery right to ask legitimate questions\u201d about how refugee policies operate and what limits the state can bear.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-30-QXESHVCGD5DWZKSGM5QYUNIO5I\">He said recent legislation now allows the Egyptian government itself to determine refugee status for the first time, aligning with UN\u202fprotocols but giving Cairo greater control over who qualifies for protection. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-31-5UGGJSMRHFE75KXES4C46SLR4M\">Any foreign resident, he added, \u201chas a full obligation to respect Egyptian law and refrain from illegal activities\u201d.<\/p>\n<p>&#8216;Careful&#8217;
