Due to below-average March-June cereal harvests, households\u2019 food stocks will be depleted atypically early by July. Additionally, the recent 5 percent diesel fuel subsidy cut has further elevated staple food prices, severely constraining market purchasing power. The El Ni\u00f1o-induced rainfall deficits will further degrade rangeland conditions and drying of water points, contributing to deteriorating livestock body conditions and lower livestock prices. As a result, livestock-to-maize terms of trade that have already declined by 66 percent will further deteriorate. The areas of highest concern are Cunene, Namibe, Hu\u00edla, and Cuando Cubango. Pockets of households that have lost their livestock or been forced to sell due to degraded rangeland conditions face Emergency (IPC Phase 4)-aligned outcomes.<br \/>\nHerder households across southern agropastoral zones are facing declining income as livestock prices fall. Deteriorating pastures and severe water shortages in Cunene and Namibe are forcing herders into atypical transhumance toward the Namibian border, two to three months earlier than typical. This movement has oversupplied the border markets with livestock in poor body condition, causing cattle prices to collapse from 400,000 AOA per head in 2023 to 150,000 AOA in May 2026. As herder households rely heavily on the market to purchase food, a decrease in income and high food prices are severely eroding their purchasing power and heightening acute food insecurity.<br \/>\nFishing households face declining income due to seasonal restrictions on fishing for marine conservation. The ongoing seasonal ban on horse mackerel fishing (July-August), combined with bans three to four months per year for sardinella fishing, is severely restricting income and primary protein sources for artisanal fishing households along the coast. Affected households are diversifying into casual agricultural labor, petty trade, and salt harvesting, but income from these activities does not compensate for the loss from fishing. Fishing households\u2019 daily earnings cover only food needs, but not essential non-food expenses, particularly the purchase of seeds for dry-season market gardening. The inability to invest in dry-season production will depress horticultural yields and keep household income and food access constrained through October.<br \/>\nThe macroeconomic situation is expected to worsen following the recent fuel subsidy cut, amid already high inflation at 10.11 percent. Although national headline inflation decelerated to 10.11 percent year-on-year in June 2026, food and non-alcoholic beverages continue to drive price pressures, accounting for 64.58 percent of total inflation. The official price of diesel rose 5.00 percent on June 13 (from 400 AOA\/liter to 420 AOA\/liter), immediately driving up subnational freight and transportation costs from central surplus-producing areas (Huambo, Bi\u00e9) to deficit southern markets. Consequently, staple food prices in these areas remain atypically elevated during the post-harvest period, preventing typical seasonal price declines and severely eroding purchasing power for low-income households. Maize meal in Cunene reached 1,144 AOA\/kilogram, over 40 percent above the five-year average. Purchasing capacity is expected to deteriorate further during the lean season.<br \/>\nIn Benguela, households displaced by the April floods living in temporary centers face a high risk of cholera transmission. Severe water, sanitation, and hygiene deficits in overcrowded accommodation centers \u2014 hosting more than 20,000 flood-displaced people \u2014 have facilitated high transmission and a localized cholera surge. Benguela remains Angola&#8217;s epicenter of the cholera outbreak, accounting for <a href=\"https:\/\/reliefweb.int\/report\/world\/multi-country-outbreak-cholera-epidemiological-update-38-30-june-2026\" rel=\"nofollow noopener\" target=\"_blank\">42 percent of<\/a> the 1,742 cases and 34 deaths reported in May, contributing to a national cumulative total of 5,076 cases by mid-June.
