East African governments have been challenged to move beyond
\neducation policies and commitments and demonstrate measurable improvements in
\nwhat children learn, the skills young people acquire and their ability to
\nparticipate productively in the economy.<\/p>\n

Cabinet Secretary for East African Community
\nAffairs and Regional Development, Beatrice Askul said the region must now shift from
\ncommitments to implementation, results and, ultimately, impact at scale.<\/p>\n

Speaking at the 2nd EAC Regional Education Conference
\nin Nairobi, CS Askul said East Africa has made significant progress in
\nexpanding access to education, but learning outcomes have not kept pace.<\/p>\n

\u201cAccess has expanded faster than learning outcomes,\u201d Askul said,
\nnoting that too many children spend years in school without acquiring
\nfoundational literacy and numeracy skills.<\/p>\n

She said East Africa must also address the growing mismatch
\nbetween education and the needs of a changing economy, particularly as artificial
\nintelligence transforms the workplace.<\/p>\n

\u201cEducation policy must be judged not by the elegance of our
\npolicy documents, but by what learners can know, do, and access,\u201d she said.<\/p>\n

The CS said the region, which has a population of more than 300
\nmillion and one of the world’s youngest populations, must convert its
\ndemographic strength into human capital, productivity and prosperity.<\/p>\n

CS Askul said governments should focus on taking successful
\neducation innovations beyond individual schools and districts and scaling them
\nup across education systems.<\/p>\n

Her concerns were echoed by Association for the Development of
\nEducation in Africa Executive Secretary Albert Nsengiyumva, who challenged
\nparticipants to identify what they will do differently after the conference.<\/p>\n

\u201cBeing the second conference shows that we are committed to
\nchange and we have a great potential that we need to tap into,\u201d Nsengiyumva
\nsaid.<\/p>\n

Executive Director \u2013 Uwezo Uganda, Regional Education Learning
\nInitiative Africa Board Chair Mary Goretti noted that achieving equitable and
\nquality education will require resilient systems and genuine partnerships
\ncapable of translating commitments into measurable learning outcomes.<\/p>\n

The EAC Deputy Secretary-General Andrea Aguer Ariik Malueth said
\neducation and skills development remain central to regional integration, with
\nthe EAC Treaty providing for cooperation in education and training.<\/p>\n

Minister of State for Education and Sports, Uganda Phyllis
\nChemutai said governments must critically assess what is working, what is
\nfailing and what needs to change to deliver measurable impact.<\/p>\n

The four-day conference, running from August 25 to 28 in
\nNairobi, is being held under the theme, \u201cTransforming Education in East Africa:
\nFrom Commitments to Impact, Fostering Resilience and Future-Ready Systems for
\nSustainable Development.\u201d<\/p>\n

It comes as education systems across the region grapple with
\npersistent inequalities in access and quality, weak transitions between
\neducation levels, skills mismatches and limited links between technical and
