Critics there say the murky deal &#8216;stinks&#8217;"},"content":{"rendered":"<p>KAMPALA, Uganda (AP) \u2014 The highest-profile detainee that the United States seeks to deport, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/abrego-garcia-deportation-uganda-ice-2bad172b72c4871bc20bfa221b49b8bd\" rel=\"nofollow noopener\" target=\"_blank\">Kilmar Abrego Garcia<\/a>, appears to be headed to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/uganda\" rel=\"nofollow noopener\" target=\"_blank\">Uganda<\/a>, where critics claim that a deal with the Trump administration eases political pressure on a president who\u2019s ruled for nearly four decades.<\/p>\n<p>Ugandan officials have released few details about the agreement but have said they prefer to receive deportees of African origin \u2014 and don\u2019t want people with criminal records. Abrego Garcia is an El Salvador native who has been charged with human smuggling. He has pleaded not guilty.<\/p>\n<p>Abrego Garcia, the subject of a protracted immigration saga, was detained again Monday by immigration officials in the U.S., and the Department of Homeland Security said he \u201cis being processed for removal to Uganda.\u201d<\/p>\n<p>Other African nations already have accepted deportees. In July, the U.S. deported five men with criminal backgrounds to the southern African kingdom of <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/eswatini-migrants-deportees-trump-540d544fd85dcd3ebc3719f7ba4a009a\" rel=\"nofollow noopener\" target=\"_blank\">Eswatini<\/a> and <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/deportees-south-sudan-ice-immigration-identities-eddd2d1a172775ec7d9403984ffb41e2\" rel=\"nofollow noopener\" target=\"_blank\">sent eight others<\/a> to South Sudan, where <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/south-sudan-explainer-trump-deportees-3552af27dab8a5f68087d4b4e2201118\" rel=\"nofollow noopener\" target=\"_blank\">civil war threatens to erupt again<\/a>. <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-immigrants-deportees-rwanda-us-bb5edea43bb470e76af3ecee5ddad10c\" rel=\"nofollow noopener\" target=\"_blank\">Rwanda<\/a> has said it will receive up to 250 migrants deported from the U.S.<\/p>\n<p>Opposition figures and others in Uganda on Tuesday questioned the lack of parliamentary approval for the agreement.<\/p>\n<p>    <a class=\"AnchorLink\" id=\"more-section-display-name\"\/><\/p>\n<p>    <a class=\"Link\" aria-label=\"Kenyan activists released from Ugandan detention after Museveni confirms arrest\" href=\"https:\/\/apnews.com\/article\/uganda-kenyan-activists-museveni-142d6e10223d026e685f28b520d332db\" rel=\"nofollow noopener\" target=\"_blank\"><\/p>\n<p><img decoding=\"async\" class=\"Image\" alt=\"Kenyan human rights activist Nicholas Oyoo, centre, arrives at Jomo Kenyatta International Airport (JKIA) in Nairobi, Kenya, Saturday, Nov. 9, 2025. (AP Photo\/Yuki Iwamura)\"  width=\"599\" height=\"399\" src=\"https:\/\/www.europesays.com\/africa\/wp-content\/uploads\/2026\/01\/1767587364_283_.jpeg\" loading=\"lazy\"\/><\/p>\n<p><\/a><\/p>\n<p>Without such oversight, \u201cthe whole scheme stinks,\u201d said Mathias Mpuuga, until recently the leader of the opposition in Uganda\u2019s national assembly.<\/p>\n<p>He said the agreement left him \u201ca little perplexed\u201d because Uganda already struggles to look after refugees fleeing violence in neighboring countries like Congo and South Sudan. He suggested the agreement makes sense only as a matter of \u201ceconomic expediency\u201d for Uganda\u2019s government.<\/p>\n<p>It is unclear what Uganda\u2019s government is receiving for accepting deportees, how many it might take or what its plans for Abrego Garcia might be. The country\u2019s attorney-general, as well as government ministers in charge of refugees and internal affairs, were not immediately available for comment.<\/p>\n<p>The day before Uganda confirmed the deal, the deputy minister in charge of international relations, Okello Oryem, asserted to The Associated Press that such an agreement was \u201ccomplete rubbish.\u201d<\/p>\n<p>Some Ugandans on Tuesday were busy speculating what benefit longtime <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/yoweri-museveni\" rel=\"nofollow noopener\" target=\"_blank\">President Yoweri Museveni<\/a> might receive. The authoritarian leader has been in power since 1986.<\/p>\n<p>For Museveni, the deal is desirable \u201cfor political and perhaps economic reasons\u201d and might come with trade opportunities, said Marlon Agaba, the head of a leading anti-corruption group in Uganda.<\/p>\n<p>\u201cThe Trump administration is about deals, about deal-making, and any strongman would welcome that,\u201d he said.<\/p>\n<p>After U.S. sanctions targeted many government officials over human rights and other issues, \u201cMuseveni will be happy\u201d to transact with Washington over deportees, said Ibrahim Ssemujju, a lawmaker and prominent opposition figure. \u201cHe will be asking, \u2018When are you bringing them?\u2019\u201d<\/p>\n<p>Ssemujju asserted that the agreement is flawed without parliamentary authorization.<\/p>\n<p>Negotiators for the Ugandan side in the deal with the Trump administration are believed to have been reporting directly to Museveni.<\/p>\n<p>For much of his time in power, Museveni was seen as a strong U.S. ally, especially for his support of counter-terrorism operations in Somalia, where he deployed troops to fight the al-Qaida-linked al-Shabab.<\/p>\n<p>But his cachet in Washington has declined.
