Armed hostilities continued between federal forces and armed groups in Amhara and in\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2022\/08\/31\/ethiopia-civilians-western-oromia-left-unprotected\" rel=\"nofollow noopener\" target=\"_blank\">parts of Oromia<\/a>, while in Tigray,\u00a0<a href=\"https:\/\/www.theafricareport.com\/386098\/tigray-peace-forces-the-latest-armed-group-to-emerge-in-northern-ethiopia-reflects-new-faultlines-in-the-horn\/\" rel=\"nofollow noopener\" target=\"_blank\">internal tensions<\/a> and renewed clashes along regional borders deepened instability. Relations between the federal government and Eritrea remained fragile, raising concerns of possible future fighting.<\/p>\n<p>The government intensified its crackdown on independent media and civil society ahead of elections slated for 2026. Security forces arbitrarily detained healthcare workers protesting poor pay and living conditions.\u00a0<\/p>\n<p>Humanitarian needs remained acute. The UN\u00a0<a href=\"https:\/\/www.unicef.org\/media\/166796\/file\/UNICEF%20Ethiopia%20Humanitarian%20Sitrep%20No.%209%20October-November%202024.pdf.pdf\" rel=\"nofollow noopener\" target=\"_blank\">estimated<\/a> that over nine million children were out of school due to conflict and natural disasters. The US government\u2019s\u00a0<a href=\"https:\/\/www.theguardian.com\/global-development\/ng-interactive\/2025\/feb\/21\/the-impact-has-been-devastating-how-usaid-freeze-sent-shockwaves-through-ethiopia#:~:text=The%20US%2Dbased%20Centre%20for,Ethiopia%20between%202020%20and%202022\" rel=\"nofollow noopener\" target=\"_blank\">cuts to aid<\/a> deeply\u00a0<a href=\"https:\/\/phr.org\/news\/u-s-aid-freeze-unleashes-devastating-health-crisis-in-ethiopia-new-phr-research\/\" rel=\"nofollow noopener\" target=\"_blank\">impacted<\/a> Ethiopia, which has been one of the\u00a0<a href=\"https:\/\/www.theguardian.com\/global-development\/ng-interactive\/2025\/feb\/21\/the-impact-has-been-devastating-how-usaid-freeze-sent-shockwaves-through-ethiopia\" rel=\"nofollow noopener\" target=\"_blank\">largest recipients of assistance in Africa<\/a>.<\/p>\n<p>Consensual same-sex relations are outlawed and carry a penalty of up to 15 years in prison.<\/p>\n<p>The transitional justice process stalled, while impunity for serious crimes and abuses remained the norm.\u00a0<\/p>\n<p>Armed Conflict and Abuses\u00a0<\/p>\n<p>The armed conflict between the government and Fano militia in Amhara continued throughout 2025, with warring parties committing <a href=\"https:\/\/addisstandard.com\/over-40-civilians-including-children-allegedly-killed-by-govt-security-forces-in-amharas-north-gojjam-zone\/\" rel=\"nofollow noopener\" target=\"_blank\">war crimes<\/a> and other serious abuses.<\/p>\n<p>There were reports of drone strikes harming civilians in <a href=\"https:\/\/www.bbc.com\/amharic\/articles\/c74k9e4j30jo\" rel=\"nofollow noopener\" target=\"_blank\">Amhara<\/a>. In early February, a strike in North Shewa hit a house and killed a pregnant woman, her 6-year-old <a href=\"https:\/\/addisstandard.com\/drone-strike-kills-three-civilians-including-pregnant-woman-and-child-in-north-shewa-zone-amhara-region\/\" rel=\"nofollow noopener\" target=\"_blank\">daughter, and a young man<\/a>. On February 20, <a href=\"https:\/\/www.bbc.com\/amharic\/articles\/c74k9e4j30jo\" rel=\"nofollow noopener\" target=\"_blank\">a strike killed 16 people, including children, and injured<\/a> 10 in East Gojjam.\u00a0<\/p>\n<p>Fano forces in towns in Gojjam Zones <a href=\"https:\/\/addisstandard.com\/13-teachers-held-hostage-in-amharas-north-gojjam-zone-for-nearly-a-week-families-say-fano-militants-demand-50000-birr-ransom-per-captive\/\" rel=\"nofollow noopener\" target=\"_blank\">abducted<\/a> and threatened teachers to prevent schools from opening. On March 20, gunmen <a href=\"https:\/\/addisstandard.com\/civilian-casualties-surge-in-conflict-hit-amhara-region-amid-renewed-fano-govt-clashes-residents-report-continued-fighting\/\" rel=\"nofollow noopener\" target=\"_blank\">abducted and later killed<\/a> four teachers in Merawi, accusing them of violating a general strike called by Fano militia.\u00a0<\/p>\n<p>Aid agencies\u2019 access remained <a href=\"https:\/\/reliefweb.int\/map\/ethiopia\/ethiopia-national-access-map-30-august-2025\" rel=\"nofollow noopener\" target=\"_blank\">deeply restricted in Amhara<\/a>, where aid workers faced high incidents of violence, including kidnappings for ransom. On August 15, gunmen <a href=\"https:\/\/www.ifrc.org\/article\/statement-ifrc-mourns-loss-ethiopian-rc-staff-member\" rel=\"nofollow noopener\" target=\"_blank\">abducted<\/a> Honelign Fentahun, an Ethiopian Red Cross Society aid worker, and his two colleagues in North Gondar Zone. Honelign was <a href=\"https:\/\/redcrosseth.org\/blog\/2025\/08\/25\/ethiopian-red-cross-society-presidents-call-please-stop-killing-us\/\" rel=\"nofollow noopener\" target=\"_blank\">tortured<\/a> and subsequently died from his injuries.\u00a0<\/p>\n<p>In Tigray, Eritrean troops\u00a0<a href=\"https:\/\/www.barrons.com\/news\/life-under-eritrean-occupation-in-northern-ethiopia-ada2fe91\" rel=\"nofollow noopener\" target=\"_blank\">committed rape and sexual violence<\/a> against women in occupied areas. Despite the 2022 cessation of hostilities agreement, Tigrayans continued to be forcibly displaced from Western Tigray. Tensions between rival political factions led to <a href=\"https:\/\/www.thenewhumanitarian.org\/opinion\/first-person\/2025\/08\/04\/i-dont-want-fight-again-another-tigray-war\" rel=\"nofollow noopener\" target=\"_blank\">clashes between Tigrayan forces<\/a> in southern Tigray and along the border with Afar region, causing displacement.<\/p>\n<p>Fighting between the federal government and the Oromo Liberation Army, in addition to\u00a0<a href=\"https:\/\/addisstandard.com\/more-than-20-killed-three-abducted-in-oromias-horo-guduru-wollega-zone-officials-blame-fano-militants\/\" rel=\"nofollow noopener\" target=\"_blank\">clashes among armed groups<\/a>, continued in parts of Oromia and resulted in\u00a0<a href=\"https:\/\/addisstandard.com\/six-month-old-five-members-of-one-family-among-16-killed-in-latest-attack-in-west-shewa-residents-blame-fano-militants\/\" rel=\"nofollow noopener\" target=\"_blank\">civilian casualties<\/a> and\u00a0<a href=\"https:\/\/erccportal.jrc.ec.europa.eu\/ECHO-Products\/Echo-Flash#\/echo-flash-items\/29126\" rel=\"nofollow noopener\" target=\"_blank\">displacement<\/a>.<\/p>\n<p>Between late 2024 and early 2025,\u00a0<a href=\"https:\/\/www.bbc.com\/somali\/articles\/cvgxkl04pjeo\" rel=\"nofollow noopener\" target=\"_blank\">local communities and regional militias clashed<\/a> in the Dacawaley area of Ethiopia\u2019s Somali region, a site of long-standing grievances over land, killing and injuring dozens.\u00a0<\/p>\n<p>Shrinking Civic Space\u00a0<\/p>\n<p>The space for independent civil society, already extremely narrow, shrank further. Ethiopian officials continued their <a href=\"https:\/\/www.hrw.org\/news\/2024\/06\/18\/ethiopia-halt-crackdown-against-human-rights-groups\" rel=\"nofollow noopener\" target=\"_blank\">harassment and threats<\/a> against human rights organizations and activists, <a href=\"https:\/\/addisstandard.com\/director-of-rights-organization-resigns-over-surveillance-intimidation\/\" rel=\"nofollow noopener\" target=\"_blank\">forcing<\/a> several government critics into exile.<\/p>\n<p>Since late 2024, the Authority for Civil Society Organizations, a government body that oversees civil society groups, <a href=\"https:\/\/www.hrw.org\/news\/2024\/12\/02\/ethiopia-authorities-suspend-three-rights-groups\" rel=\"nofollow noopener\" target=\"_blank\">suspended<\/a> five prominent rights groups, including the <a href=\"https:\/\/www.hrw.org\/news\/2025\/01\/29\/ethiopia-key-rights-groups-suspended\" rel=\"nofollow noopener\" target=\"_blank\">Ethiopian Human Rights Council<\/a> on vague and politicized grounds, inconsistent with the country\u2019s 2019 civil society law.\u00a0<\/p>\n<p>Though the civil society authority <a href=\"https:\/\/ehrc.org\/lifting-of-the-suspension-of-four-civil-society-organizations\/\" rel=\"nofollow noopener\" target=\"_blank\">lifted the suspensions in March<\/a>, repression continued. In early June, the authority suspended the Ethiopian Health Professional Association (EHPA) after the group endorsed the demands of protesting health workers. At time of writing, EHPA remains suspended.<\/p>\n<p>In June, the Ministry of Justice and the civil society authority began a <a href=\"https:\/\/www.hrw.org\/news\/2025\/07\/29\/ethiopia-proposed-legal-changes-threaten-civil-society\" rel=\"nofollow noopener\" target=\"_blank\">process to amend the 2019 civil society law<\/a>. The proposed amendments would grant the government sweeping powers to restrict civil society groups and include onerous bureaucratic requirements and harsh criminal and administrative penalties.\u00a0<\/p>\n<p>Freedom of Expression\u00a0<\/p>\n<p>The government tightened its grip on Ethiopian media. Journalists working for independent outlets faced\u00a0<a href=\"https:\/\/www.theguardian.com\/global-development\/ng-interactive\/2025\/may\/05\/mass-arrests-and-beatings-how-ethiopia-went-from-celebrating-journalists-to-jailing-them\" rel=\"nofollow noopener\" target=\"_blank\">harassment, arbitrary arrest<\/a>, and incommunicado detention by authorities.<\/p>\n<p>In August and September, Ethiopian authorities arbitrarily arrested at least six journalists and media workers, holding some incommunicado. On September 3, Addis Ababa police arrested Tigist Zerihun, Mintamir Tsegaw, and Eshete Assefa, who work for\u00a0<a href=\"https:\/\/www.shegerfm.com\/\" rel=\"nofollow noopener\" target=\"_blank\">Sheger FM 102.1<\/a>, accusing the radio station of bias and inciting violence following their August 29 broadcast of a\u00a0<a href=\"https:\/\/ethiopianreporter.com\/145403\/\" rel=\"nofollow noopener\" target=\"_blank\">report<\/a> on Ethiopian health workers. While police released Eshete the same day, Tigist and Mintamir were\u00a0<a href=\"https:\/\/addisstandard.com\/news-sheger-fm-journalists-released-after-more-than-20-days-in-detention\/\" rel=\"nofollow noopener\" target=\"_blank\">released on bail<\/a> on September 24, following a Federal Supreme court ruling ordering their release.<\/p>\n<p>On August 13, masked gunmen, some allegedly in military uniform,\u00a0<a href=\"https:\/\/cpj.org\/2025\/08\/ethiopian-journalist-abducted-by-masked-men-2-others-detained\/\" rel=\"nofollow noopener\" target=\"_blank\">abducted<\/a> Yonas Amare, a senior editor at The Reporter newspaper. His whereabouts remained unknown for eight days until his release.<\/p>\n<p>In April, police raided Addis Standard\u2019s newsroom, detained three managers and seized devices. In June, a plainclothes intelligence officer\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2025\/06\/12\/ethiopia-should-immediately-release-prominent-journalist\" rel=\"nofollow noopener\" target=\"_blank\">arrested<\/a> Tesfalem Woldeyes, editor-in-chief of Ethiopia Insider, on allegations of \u201cdisseminating false information.\u201d He was\u00a0<a href=\"https:\/\/newbusinessethiopia.com\/politics\/police-finally-released-ethiopian-journalist-obeying-court-orders\/\" rel=\"nofollow noopener\" target=\"_blank\">released on bail<\/a> on June 13.<\/p>\n<p>Authorities in the Somali region\u00a0<a href=\"https:\/\/addisstandard.com\/silencing-dissent-criminalization-of-freedom-of-speech-in-ethiopias-somali-region\/\" rel=\"nofollow noopener\" target=\"_blank\">detained several journalists<\/a> after they posted critical views on social media. On August 5,\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2025\/09\/22\/ethiopia-surge-in-arrests-of-journalists-media-workers\" rel=\"nofollow noopener\" target=\"_blank\">Khadar Mohamed Ismail<\/a>, a reporter with a government-owned station, was detained after he published a video showing people complaining about regional authorities on the station\u2019s social media page.<\/p>\n<p>The government used the 2020 hate speech and disinformation law to target journalists. In April, parliament also passed problematic\u00a0<a href=\"https:\/\/www.thereporterethiopia.com\/44736\/\" rel=\"nofollow noopener\" target=\"_blank\">amendments<\/a> to the country\u2019s 2021 media law,\u00a0<a href=\"https:\/\/addisstandard.com\/ethiopia-parliament-approves-controversial-media-law-amendment\/\" rel=\"nofollow noopener\" target=\"_blank\">increasing government control<\/a> by shifting the authority to suspend or revoke media licenses from the board of the media regulatory body to its head, whom the prime minister now appoints.\u00a0<\/p>\n<p>Economic and Social Rights\u00a0<\/p>\n<p>Ethiopians grappled with continued\u00a0<a href=\"https:\/\/issafrica.org\/iss-today\/ethiopia-s-national-dialogue-and-transitional-justice-competition-or-complementarity\" rel=\"nofollow noopener\" target=\"_blank\">inflation, rising external debt, and a cost-of-living crisis<\/a> as the government restructured its debt with external creditors and implemented\u00a0<a href=\"https:\/\/www.imf.org\/en\/News\/Articles\/2025\/05\/28\/cf-ethiopias-central-bank-leading-transformative-reform\" rel=\"nofollow noopener\" target=\"_blank\">IMF-backed reforms<\/a>, including\u00a0<a href=\"https:\/\/addisfortune.news\/burned-by-a-backdoor-tax-shock\/\" rel=\"nofollow noopener\" target=\"_blank\">subsidy cuts<\/a>, monetary tightening, and\u00a0<a href=\"https:\/\/addisfortune.news\/burned-by-a-backdoor-tax-shock\/\" rel=\"nofollow noopener\" target=\"_blank\">tax reforms<\/a>.\u00a0<\/p>\n<p>Public health workers demanding better pay and improved working conditions\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2025\/06\/25\/ethiopia-crackdown-on-health-workers-protests\" rel=\"nofollow noopener\" target=\"_blank\">began striking in May<\/a> after months of organizing online. Authorities\u00a0<a href=\"https:\/\/www.aljazeera.com\/features\/2025\/9\/2\/i-felt-helpless-ethiopian-doctors-held-harassed-for-seeking-better-pay\" rel=\"nofollow noopener\" target=\"_blank\">clamped down<\/a>, including by suspending a key professional association, detaining striking health workers, and threatening disciplinary measures. Police\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2025\/07\/07\/ethiopian-doctor-arrested-after-health-worker-strike\" rel=\"nofollow noopener\" target=\"_blank\">charged Dr. Daniel Fentaneh<\/a>, a prominent figure in the movement, with organizing a strike and held him for 27 days before his release on bail.<\/p>\n<p>Large-scale urban redevelopment projects\u2014most prominently the federal government\u2019s Corridor Development Project (CDP)\u2014precipitated waves of\u00a0<a href=\"https:\/\/addisstandard.com\/dual-faces-of-addis-abebas-corridor-project-tales-of-transformation-displacement\/\" rel=\"nofollow noopener\" target=\"_blank\">forced evictions<\/a> in Addis Ababa\u00a0<a href=\"https:\/\/www.thereporterethiopia.com\/43550\/\" rel=\"nofollow noopener\" target=\"_blank\">and other towns<\/a>.\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/documents\/afr25\/9098\/2025\/en\/\" rel=\"nofollow noopener\" target=\"_blank\">Authorities removed residents<\/a> from homes with little or no prior consultation, inadequate notice, and without meaningful compensation or resettlement options that meet international standards.<\/p>\n<p>Internally Displaced Persons (IDPs) and Refugees\u00a0<\/p>\n<p>As of mid-2025, the UN estimated 3.3 million people were internally displaced in the country. In Tigray and Amhara, hundreds of thousands of IDPs lived in precarious conditions in formal and informal camps with limited access to food and other assistance. In June, IDPs in Tigray\u00a0<a href=\"https:\/\/addisstandard.com\/idps-in-tigray-launch-three-day-protest-in-mekelle-demanding-return-home-before-rainy-season\/\" rel=\"nofollow noopener\" target=\"_blank\">staged a three-day protest<\/a> outside government offices in the regional capital, calling for safe, urgent, and voluntary returns.\u00a0<\/p>\n<p>In late May, escalating violence between armed groups in border areas of Oromia and Benishangul-Gumuz regions\u00a0<a href=\"https:\/\/reliefweb.int\/report\/ethiopia\/ethiopia-conflict-displaces-over-11000-people-dg-echo-dg-echo-partners-un-ocha-echo-daily-flash-6-june-2025\" rel=\"nofollow noopener\" target=\"_blank\">displaced<\/a> over 11,000 people.<\/p>\n<p>Ethiopia hosts over one million refugees\u2014mainly from neighboring South Sudan, Somalia, Eritrea, and Sudan\u2014but growing political instability and funding shortfalls undermined protection. In March,\u00a0<a href=\"https:\/\/www.doctorswithoutborders.org\/latest\/violence-and-cholera-ravage-both-sides-south-sudan-ethiopia-border\" rel=\"nofollow noopener\" target=\"_blank\">thousands<\/a> of refugees fleeing conflict in South Sudan entered Ethiopia\u2019s Gambella region following escalating fighting between South Sudanese military and opposition forces and affiliated militia near the border.\u00a0<\/p>\n<p>Justice and Accountability<\/p>\n<p>The government made little visible progress towards ensuring meaningful accountability for past and ongoing atrocities, while its\u00a0<a href=\"https:\/\/issafrica.org\/iss-today\/ethiopia-s-national-dialogue-and-transitional-justice-competition-or-complementarity\" rel=\"nofollow noopener\" target=\"_blank\">transitional justice process effectively stalled<\/a>.\u00a0<\/p>\n<p>In July, M\u00e9decins Sans Fronti\u00e8res (MSF) released the\u00a0<a href=\"https:\/\/www.msf.org\/msf-releases-findings-internal-review-2021-killing-staff-tigray\" rel=\"nofollow noopener\" target=\"_blank\">findings of its internal review<\/a> into the\u00a0<a href=\"https:\/\/www.nytimes.com\/2022\/03\/17\/world\/africa\/ethiopia-tigray-aid-workers-killed.html\" rel=\"nofollow noopener\" target=\"_blank\">killing of three of its staff members in 2021<\/a> during the conflict in Tigray. The report found that the team had been intentionally targeted and killed, and that a convoy of Ethiopian soldiers was present at the incident. Despite repeated assurances from the government of an investigation, authorities failed to provide credible answers.<\/p>\n<p>The EU led two joint statements at the UN Human Rights Council in\u00a0<a href=\"https:\/\/www.eeas.europa.eu\/delegations\/un-geneva\/group-statement-hrc58-general-debate-item-2-joint-statement-ethiopia_en\" rel=\"nofollow noopener\" target=\"_blank\">March<\/a> and September highlighting the lack of progress on transitional justice and an end to violations in conflict areas. The EU nevertheless\u00a0<a href=\"https:\/\/www.eeas.europa.eu\/delegations\/un-geneva\/joint-statement-hrc60-general-debate-item-2-joint-statement-human-rights-situation-ethiopia_en\" rel=\"nofollow noopener\" target=\"_blank\">committed 240 million Euros<\/a> to Ethiopia in April, which included support to transitional justice and democratic reforms.<\/p>\n<p>In May, the African Commission on Human and Peoples\u2019 Rights (ACHPR)\u00a0<a href=\"https:\/\/legalactionworldwide.org\/accountability-rule-of-law\/press-release-african-commission-hears-landmark-case-on-ethiopias-abuses-in-tigray-copy\/\" rel=\"nofollow noopener\" target=\"_blank\">heard a case by Legal Action Worldwide and partners<\/a> accusing the Ethiopian government of human rights violations in Tigray.\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"Civilians in much of Ethiopia faced humanitarian crises during the year.
