With the armed forces\u2019 assistance, he has retained his office through two dubious elections. But lately, he seems worried about history repeating itself. In recent months he has <a href=\"https:\/\/www.reuters.com\/world\/africa\/zimbabwe-president-fires-army-chief-ahead-planned-protests-2025-03-26\/\" rel=\"noreferrer noopener nofollow\" target=\"_blank\" title=\"replaced\">replaced<\/a> the head of the intelligence service, the chief of police, and the commander of the army in what appears to be a coup-proofing effort.\u00a0<\/p>\n<p>His impatient Vice President, Constantino Chiwenga, has long coveted the top spot. \u00a0Chiwenga responded poorly to a trial balloon floated early this year <a href=\"https:\/\/www.voanews.com\/a\/zimbabwe-ruling-party-to-push-for-third-term-for-president-mnangagwa-\/7939642.html\" rel=\"noreferrer noopener nofollow\" target=\"_blank\" title=\"proposing to amend\">proposing to amend<\/a> the constitution in order to allow Mnangagwa a third term. Since then, disgruntled political elites and veterans of Zimbabwe\u2019s liberation struggle have turned on the president, proposing mass protests on March 31.\u00a0<\/p>\n<p class=\"more-on__title\">More on:<\/p>\n<p class=\"more-on__content\">\n      <a href=\"https:\/\/www.cfr.org\/sub-saharan-africa\/zimbabwe\" class=\"more-on__link\" rel=\"nofollow noopener\" target=\"_blank\">Zimbabwe<\/a>\n    <\/p>\n<p class=\"more-on__content\">\n      <a href=\"https:\/\/www.cfr.org\/politics-and-government\" class=\"more-on__link\" rel=\"nofollow noopener\" target=\"_blank\">Politics and Government<\/a>\n    <\/p>\n<p class=\"more-on__content\">\n      <a href=\"https:\/\/www.cfr.org\/sub-saharan-africa\" class=\"more-on__link\" rel=\"nofollow noopener\" target=\"_blank\">Sub-Saharan Africa<\/a>\n    <\/p>\n<p>Mnangagwa\u2019s frenemies can tap into plenty of discontent; nearly two-thirds of Zimbabweans <a href=\"https:\/\/www.afrobarometer.org\/countries\/zimbabwe\/\" rel=\"noreferrer noopener nofollow\" target=\"_blank\" title=\"believe\">believe<\/a> their country is going in the wrong direction, and the World Bank\u2019s data <a href=\"https:\/\/pip.worldbank.org\/country-profiles\/ZWE\" rel=\"noreferrer noopener nofollow\" target=\"_blank\" title=\"shows\">shows<\/a> the poverty rate on a distressing, consistent upward slope. But there is little reason to believe that Chiwenga and his allies are interested in bringing about real change, given their record of violently suppressing political dissent. Instead, this faction would be likely to govern much like its predecessors, reserving lucrative opportunities for political and security elites while leaving the rest of the population to struggle\u2014and to fear for their lives if they <a href=\"https:\/\/www.voanews.com\/a\/human-rights-defenders-condemn-arrest-alleged-torture-of-activists-in-zimbabwe-\/7727810.html\" rel=\"noreferrer noopener nofollow\" target=\"_blank\" title=\"speak out\">speak out<\/a>. \u00a0<\/p>\n<p>Africa in Transition<\/p>\n<p>Michelle Gavin, Ebenezer Obadare, and other experts track political and security developments across sub-Saharan Africa. Most weekdays.<\/p>\n<p>When Mugabe fell, it was because warring factions in the ruling party were fiercely competing to succeed him. If a coup does occur, it\u2019s unlikely that Zimbabweans will celebrate the way they did in 2017\u2014not because they love Mnangagwa, but because they have seen this film before. Political chicanery has <a href=\"https:\/\/www.cfr.org\/blog\/identity-crisis-undermines-zimbabwean-opposition\" rel=\"noreferrer noopener nofollow\" target=\"_blank\" title=\"gutted\">gutted<\/a> the opposition, and there is no real prospect of a different governing dispensation on the horizon. Military and party elites have been in charge for decades.
