Hintergrund zum PharmaVax Ghana Programm

Der Pharmasektor ist einer der Schlüsselsektoren von Ghanas industrieller Transformation und kreiert wertvolle Arbeitsplätze. Aufbauend auf diesem Momentum ko-finanzieren die Europäische Union (EU) und das Bundesministerium für wirtschaftliche Zusammenarbeit (BMZ) das Programm „Strengthening the Ghanainan Pharmaceutical and Vaccine Manufacturing Industry“ – „PharmaVax Ghana Programme“ – unter der Team Europe Initiative Manufacturing and Access to Vaccines, Medicines and Health Technologies in Africa (MAV+). Diese Initiative wird von der Deutschen Gesellschaft für internationale Zusammenarbeit (GIZ) gemeinsam mit dem ghanaischen Finanzministerium, dem ghanaischen Ministerium für Handel, Agrarwirtschaft und Industrie, dem Nationalen Institut für Impfung in Ghana, der Lebensmittel und Pharmazentrale in Ghana, dem Verband für ghanaische Pharmahersteller und weiteren Interessensvertretern bis Mitte 2028 partnerschaftlich umgesetzt.

Vier Schlüsselbereiche des PharmaVax Ghana Programms

Verbesserung von Governance und regulatorischen Kapazitäten in der Pharmaproduktion
Unterstützung von Aus- und Weiterbildung der Arbeitskräfte in der Pharmaindustrie
Förderung von angewandter Forschung und Kollaborationen zwischen Industrie und Forschung
Stärkung der Kapazität des privaten Sektors bei Produktion und Marktzugang

So hat kürzlich auch der Präsident der Republik Ghana H. E. John Dramani Mahama Ghanas Engagement bekräftigt, dass die Kapazität von Ghanas nationaler Impfstoff- und Pharmaindustrie gestärkt werden soll.

Unter anderem wurden folgende Maßnahmen angekündigt:

Bezuschussung von 50 Million USD für die Impfstoffherstellung – Die Regierung hat 50 Millionen USD für das Nationale Impfinstitut bereitgestellt, um die Infrastrukturentwicklung zu beschleunigen und die für die lokale Impfstoffherstellung benötigten technischen Kapazitäten herzustellen.
Advanced Market Commitment (AMC) in Entwicklung – Die Regierung finalisiert einen Anfragegarantie Mechanismus, um lokal hergestellte Impfstoffe, Seren und pharmazeutische Produkte in öffentlichen Ausschreibungen zu priorisieren. Dies verspricht eine bessere Planungssicherheit für Hersteller und Investoren.
Lokale Produktion von Tetanusimpfstoffen – Es wird erwartet, dass die Herstellung von Impfstoffen, die Tetanus beinhalten, durch internationale Partnerschaften voranschreiten wird und Ghanas Portfolio für die Herstellung biologischer Präparate ausweitet.
Markt Bevollmächtigung für lokale Herstellung von Schlangengegengift erteilt – Ein ghanaischer Hersteller hat sich die regulatorische Erlaubnis, ein Schlangengegenfit lokal herzustellen, gesichert, was einen großen Schritt in Richtung inländischer Herstellung von essenziellen biologischer Präparate darstellt.

Is your company active on the pharmaceutical market or produces vaccines? Ghana’s new initiative to transform its domestic pharmaceutical landscape, know as “PharmaVax Ghana” programme provides considerable opportunities and strategic value to companies operating throughout the pharmaceutical value chain.

Background about the Programme

The pharmaceutical sector has been identified as a key driver for Ghana’s industrial transformation and the creation of decent jobs. Building on this momentum, the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ) are co-financing the programme “Strengthening the Ghanaian Pharmaceutical and Vaccine Manufacturing Industry” (PharmaVax Ghana) under the Team Europe Initiative on Manufacturing and Access to Vaccines, Medicines and Health Technologies in Africa (MAV+). GIZ is implementing this programme until mid-2028 in partnership with the Ministry of Finance in Ghana, the Ministry of Trade, Agribusiness and Industry in Ghana, the National Vaccine Institute in Ghana, the Food and Drugs Authority in Ghana, the Pharmaceutical Manufacturers Association of Ghana and other stakeholders.

The programme focuses on four key areas:

Enhancing governance and regulatory capacities for pharmaceutical production
Supporting skills development for the pharmaceutical workforce
Promoting applied research and industry–academia collaboration
Strengthening private sector capacities for production and market access

Most recently, the President of the Republic of Ghana H.E. John Dramani Mahama has reaffirmed Ghana’s commitment to strengthening domestic pharmaceutical and vaccine manufacturing capacity in his latest State of the Nation Address on 28th February 2026.

Key announcements include:

US $50 Million Capital Injection for Vaccine Manufacturing – Government has allocated $50 million in seed funding to the National Vaccine Institute to accelerate infrastructure development and technical capacity for local vaccine production.
Advanced Market Commitment (AMC) in Development – Government is finalising a demand-guarantee mechanism to prioritise locally manufactured vaccines, sera, and pharmaceuticals in public procurement — providing greater market certainty for manufacturers and investors.
Local Production of Tetanus Vaccines – Production of tetanus-containing vaccines is expected to commence through international partnership, further expanding Ghana’s biologics manufacturing portfolio.
